Continuing the tradition of "Discipline and Unity", the 16th Congress of the Quang Ninh Provincial Party Committee, term 2025 - 2030, was a place where the entire Party Committee, government and people of the province shared the same belief: "Under the glorious flag of the Party, join hands, unite, and determine to successfully implement the development goals by 2030, confidently, firmly, and strongly advance in the era of national growth, build Quang Ninh rich, civilized, modern, happy, and soon become a city directly under the Central Government".

The mark of "green" economic achievements and creative government

Delivering the opening speech of the Congress yesterday morning, September 26, Party Central Committee member, Provincial Party Secretary, Head of the Provincial National Assembly Delegation Vu Dai Thang emphasized that the country has entered a new period of development, a new era - the era of national advancement, Quang Ninh is also facing many new opportunities and fortunes but at the same time will have to face many difficulties and challenges. The Congress affirmed the revolutionary achievements that the entire Party Committee has achieved in the past period of innovation, integration and development, under the wise leadership of the Party; at the same time, made important decisions to continue to have new, more comprehensive and solid steps of development.

The 16th Provincial Party Executive Committee was launched with the expectation that it will lead and direct the successful implementation of development goals so that Quang Ninh can be confident, steadfast, and move forward strongly in the new era.

The Political Report presented to the Congress by Standing Deputy Secretary of the Provincial Party Committee Trinh Thi Minh Thanh also affirmed the strong and comprehensive achievements that Quang Ninh has made in the 2020-2025 term, despite major domestic and international challenges. The province has completed and exceeded 16/19 targets set by the Resolution of the 15th Provincial Party Congress with great efforts, determination and effectiveness in leadership and direction, maintaining solidarity and unity of will and action.

In terms of economy, the province has achieved an average 5-year GRDP growth rate of 10.4%/year, 1.7 times higher than the national average. In particular, the average GRDP per capita in 2025 will reach over 11,000 USD. The economic structure continues to shift in the right direction, with industry - construction and services accounting for about 95.9% of GRDP. Along with economic development, the province always focuses on building a culture rich in Quang Ninh identity, associated with the tradition of "Discipline and Unity". People's lives, especially in difficult areas, have been significantly improved. National defense, security, order and social safety are guaranteed; national border and island sovereignty and security are maintained, absolutely not allowing passive or unexpected situations to occur...

During the 2025 - 2030 term, the Provincial Party Committee set out the general goals as follows: continue to strengthen the building of the Party and the political system, clean and strong in all aspects; promote the tradition of "Discipline and Unity", democracy, discipline, cultural values, human strength; develop the economy - society rapidly and sustainably; take science, technology, innovation, digital transformation, green transformation as the main driving force for development; comprehensively improve people's lives; firmly ensure national defense and security, expand and improve the effectiveness of foreign affairs activities; build Quang Ninh rich, civilized, modern, happy, become a city directly under the Central Government before 2030, become a large urban area of ​​regional and international stature by 2045, one of the important economic locomotives of the country, confident, steadfast, moving forward in the new era of development.

The draft political report also established 23 targets and tasks for the new term. To implement the targets and tasks for the new term and meet development requirements, the Provincial Party Executive Committee has proposed 5 key tasks, 3 breakthroughs, and 4 main solutions.

Proactively seize opportunities for faster and more sustainable development

Speaking at the Congress, Politburo member, Director of the Ho Chi Minh National Academy of Politics, Chairman of the Central Theoretical Council Nguyen Xuan Thang affirmed that the achievements the province has achieved in the past 5 years are an important premise and foundation, creating momentum for Quang Ninh to develop more quickly and sustainably; continuing to be one of the economic growth poles, with attractiveness and spreading power in the Northern key economic region in particular, the Northern region and the whole country in general.

In addition to the results and achievements, Politburo member Nguyen Xuan Thang also highly appreciated the seriousness, openness and frankness in assessing the existing problems and limitations of the province mentioned in the Political Report and suggested that the Congress focus on discussing thoroughly, analyzing and evaluating more clearly the causes, especially subjective causes and drawing lessons, to direct and propose remedial measures in the coming time.

Accordingly, the Congress focused on analyzing and correctly assessing the domestic and international context, major trends that have a direct impact to both maintain stability and border security, and proactively seize opportunities for international integration and cooperation for rapid and sustainable development. At the same time, it continued to promote the building and rectification of the Party and political system to be clean and strong in all aspects of politics, ideology, ethics, organization and personnel; perfecting a streamlined, effective and efficient apparatus according to the two-level government model; improving the leadership capacity and fighting strength of the Party organization; building a contingent of cadres, civil servants and public employees with sufficient qualities, competence and prestige, especially at the grassroots level in the two-level local government model.

In the socio-economic field, it is necessary to renew thinking and development vision, establish a new growth model of the province associated with promoting economic restructuring, taking science, technology, innovation, digital transformation, green transformation as the main driving force for planning and reorganizing development space; developing modern processing and manufacturing industry, renewable energy, marine economy, ecological agriculture. Continue to promote the implementation of three strategic breakthroughs; encourage and strongly develop the private economy and other economic sectors to become important driving forces...

Quang Ninh also needs to focus on developing culture and people, building a culture rich in Quang Ninh identity, preserving and promoting heritage values, developing heritage economy and cultural industries. Proactively research, evaluate, and forecast the situation correctly, promptly and effectively handle situations arising at the local level, not being passive or surprised. Closely linking rapid and sustainable socio-economic development with firmly ensuring national defense and security.
