Quang Ninh seeks investors for $2 billion project in Van Don Economic Zone

According to the announcement, the project has a scale of 244.45 hectares, located in Van Don Economic Zone, Quang Ninh province. The total expected investment capital for the project is more than 51,500 billion VND (about 2 billion USD), with an operating period of no more than 70 years from the date the investor is granted the Investor Approval Decision.

According to the approved detailed construction plan, the land use structure and boundaries of the functional areas of the land area for construction investment are 182.37 hectares. The land will be developed to build items such as: casino area, resort hotel, tourism and hotel trade services, resort villas, parks, trees and technical infrastructure, traffic.

In addition to the project development area, the natural forest area of 62.08 hectares (including 38.29 hectares of protection forest and 23.79 hectares of production forest) interspersed within the scope of project implementation will remain in its current state; managed and used in accordance with the provisions of forestry law and other relevant legal provisions and will not be included in the area allocated or leased for project implementation.

Project implementation progress is expected to last 9 years from the time of land allocation and completion of investment procedures according to regulations.

Upon completion, the project will become a high-end tourism, resort, entertainment complex with rewards, international-class event organization, an attractive destination in the world with main activities: Casino business; real estate business, tourism services, hotels, resort villas; complex of commercial centers, offices, conferences, seminars; high-quality fitness, sports, entertainment and health care facilities.

Casino business activities and piloting the entry of Vietnamese people into casinos can only be carried out when meeting the conditions prescribed by the law on casino business and other relevant legal provisions.

Previously, on June 27, the Prime Minister issued Decision No. 1395/QD-TTg approving the investment policy of this project.

On June 16, 2025, the National Assembly Standing Committee passed Resolution No. 1679/NQ-UBTVQH15 on the establishment of 52 communes, wards and 2 special zones, Co To and Van Don, in Quang Ninh province.

Located in the East of Quang Ninh province, Van Don special economic zone has many large infrastructure projects such as Ha Long - Van Don - Mong Cai expressway, Van Don international airport, Ao Tien port...

This locality is planned to become a multi-sector, multi-sector marine economic zone, an entertainment industrial center with casinos, and high-end sea and island tourism by 2030.
