Regulation No. 144-QD/TW, dated May 9, 2024 on "revolutionary ethical standards of cadres and party members in the new period", has demonstrated the Party's determination in building a contingent of cadres with steadfast political qualities and pure ethics and lifestyle.
A handbook "building is the foundation"
When many negative cases were clarified, many leaders, including high-ranking leaders, were involved in disciplinary action, even criminal proceedings, including Politburo members and Central Committee members. These officials seriously violated regulations on what party members are not allowed to do, violated regulations on setting examples, abused power, violated the law and must be prosecuted...
There are cases involving many officials at many levels, sectors, and localities, such as the cases occurring at Viet A Technology Joint Stock Company, the "rescue flight" case, or recently the cases involving Phuc Son Group Joint Stock Company, Van Thinh Phat Group Joint Stock Company, etc., making the story about ethics even "hotter".
Along with that is the situation of words not matching actions, causing a loss of confidence among the people. That shows that the moral degradation in a number of cadres and party members is still an alarming problem, requiring the Party to continue to rectify, handle, prevent and propose solutions so that all cadres and party members must consciously cultivate and practice revolutionary ethics.
According to Associate Professor Dr. Le Van Cuong (former Director of the Institute for Strategic Studies, Ministry of Public Security ), the recent arduous fight against corruption and negativity has shown that the sentences and strict disciplinary decisions are valuable lessons for anyone, no matter what important position, who does not cultivate and degrade their morality and lifestyle will be overwhelmed by ambition for position and money. At the same time, it shows that to prevent these manifestations, we must start by cultivating so that "the roots are strong, the tree is strong", meaning that the cadres must first have strong revolutionary morality.
To continue cultivating the "ethical foundation" of cadres, on May 9, 2024, the Politburo issued Regulation No. 144-QD/TW "on revolutionary ethical standards of cadres and party members in the new period". This regulation is systematic, general, updated and consistent with regulations on revolutionary ethical standards of cadres and party members; and is interconnected with regulations on what party members are not allowed to do and on exemplary responsibilities.
As experts have commented, during the 13th term of the Party, there have been many important documents related to personnel work such as fighting against power abuse, fighting against negativity, setting examples, controlling power..., but most of them are focusing on preventing and repelling in the direction of fighting. With Regulation 144-QD/TW, "taking construction as the core, as the basis", from there creating a close relationship, taking construction to fight, taking positivity to repel negativity, taking beauty to eliminate ugliness.
The standards in Regulation 144-QD/TW have clarified the connotation of the qualities of cadres and party members: "diligence, thrift, integrity, uprightness, impartiality", not only requiring the cultivation and maintenance of the qualities of party members, but also clearly defining the limits, preventing personal interests from family, relatives and others from taking advantage of the position and work position of cadres and party members for personal gain. This is a very new point in the regulations on revolutionary ethical standards of cadres and party members, conveying many important messages to party members and grassroots party organizations.

The resolutions of the Central Committee always determine that, in the relationship between “building” and “fighting”, “building” is the fundamental, strategic, long-term task; “fighting” is the important, urgent task. Looking at it this way, we can see that the birth of Regulation No. 144-QD/TW has extremely important and urgent significance.
The regulation demonstrates the Party's determination to build a contingent of cadres with strong political qualities and pure ethics and lifestyle. The regulation also affirms the Central Committee's special attention to the importance of Party building in terms of ethics, especially at a time when the Central Committee to the grassroots are stepping up the fight against corruption and negativity, building and rectifying the Party and the political system to be truly clean and strong, so that our Party "is ethical and civilized."
Regulation 144-QD/TW has 5 articles on revolutionary ethical standards, with 19 criteria to evaluate the implementation of these standards, associated with 5 relationships and obligations and responsibilities of cadres and party members in those relationships (with the Party - Country - People; with agencies, organizations, communities, society; with work; with comrades, colleagues; with oneself). The content of each article on revolutionary ethical standards of cadres and party members is concretized into each clause associated with the name of each ethical standard stated in the name of each article. This is a demonstration of our Party's inheritance of the great ideas of
President Ho Chi Minh on revolutionary ethics, training revolutionary ethics and requirements of revolutionary ethics for each cadre and party member. Each party member must self-reflect, self-correct, self-train and strive to be a shining example for the masses and people to follow.
The content of revolutionary ethical standards in this Regulation is also concise, general and easy to understand, originating from the story of inheritance, application and creative development in new conditions and contexts. For example, Article 3 "Diligence, thrift, integrity, uprightness, impartiality"; integrity now refers to honor and conscience: one must have self-respect, have integrity, honor is the most sacred and noble thing. Honor is not something lofty but the fulfillment of duties and responsibilities in the position of each assigned party member - this is the core.
Or Article 5 "Being exemplary, modest, cultivating, training, and learning throughout life" has demonstrated the exemplary role, taking the lead in work, lifestyle, cultivating, training, learning, keeping oneself clean, and constantly improving oneself. At the same time, the Regulation has many new and noteworthy contents, such as besides requiring cadres and party members to practice revolutionary ethics themselves, "preserving the dignity of cadres and party members, not allowing negative influences and temptations"; practicing the culture of resignation when not capable or prestigious; not allowing family, relatives and others to take advantage of positions and work positions for personal gain; protecting the prestige and honor of oneself and the party organization...
As many experts and party members have commented, the Regulations are a handbook for party committees at all levels in educating party members as well as a "mirror" for each cadre and party member to reflect on and correct themselves daily, fulfill their duties and responsibilities, always be steadfast in the face of difficulties and challenges, and not be tempted by money, material things, or fame. Cadres and party members uphold honor, self-respect, integrity, public service culture, and resignation culture, so that "going up, going down, entering, and leaving" becomes a culture within the Party, a normal practice in the Party's cadre work.
New thinking
The completion of the system of regulations and the determination to rectify the ethics of cadres, resolve violations, and make efforts to control power demonstrate a mindset of action for the survival of the Party, the regime, and the happiness of the people. According to Associate Professor, Dr. Bui Dinh Phong (Ho Chi Minh National Academy of Politics), if the Party's previous regulations focused on identifying signs of degradation in political ideology, ethics, lifestyle, "self-evolution", "self-transformation" in the Resolution of the 4th Central Conference, Session XII; Regulation No. 37-QD/TW on “Things Party members are not allowed to do”… to create “barriers” and “red lines” to warn cadres and Party members against bad habits, Regulation No. 144-QD/TW is viewed from the “construction” perspective, that is, cadres and Party members must absorb nutritious spiritual food, cultivate revolutionary ethical standards, make the body clean, healthy, and strong enough to resist all “diseases” such as corruption and negativity.
This demonstrates a new level of thinking, new awareness, and new actions. The recent arduous fight against corruption and negativity has shown that the unstable "moral root" is the reason why many cadres and party members, including leaders and managers, have been corrupted, transformed, and have accepted embezzlement and bribery. To prevent these manifestations, we must start by cultivating the "roots firmly, the tree firmly", which means that cadres must first have strong revolutionary ethics.
With the assessment of Party building in terms of ethics coming from the practice of Party building work, from the practice of the past time, Associate Professor, Dr. Nguyen Trong Phuc (former Director of the Institute of Party History) said that strategic-level leaders and managers with good ethics and a solid foundation of ethical culture are the most necessary conditions before considering other important standards.
Ethical responsibility requires special attention to the ethical culture of cadres at all levels, otherwise the consequences of degeneration are extremely unpredictable. With Regulation 144-QD/TW, the "ethical" aspect is the concretization of the content of Party building on ethics that the 13th Party Congress pointed out very specifically about each ethical standard of cadres and party members in the new period, this is the basis for cadres and party members to easily practice cultivating and training their behavior in work and daily life. But that also requires a high sense of political responsibility of each cadre and party member to be able to "illuminate" and correct weaknesses, in the spirit of not hiding shortcomings.
When disseminating Regulation 144/QD-TW to grassroots Party organizations, Head of the Central Propaganda Department Nguyen Trong Nghia quoted Uncle Ho's advice: "A nation, a Party and each person, yesterday was great, had great appeal, not necessarily today and tomorrow will still be loved and praised by everyone, if the heart is no longer pure, if it falls into individualism". This is a profound and valuable comment and must be pondered and studied today...
According to Nguyen Trong Nghia, Head of the Central Propaganda Department, the results of the public opinion survey of the Central Propaganda Department show that over 83% of cadres, party members, and people, when asked, agree that it is necessary to resolutely and strictly handle the political responsibility of the leaders who allow corruption and negativity to occur in the assigned fields and areas and in charge of management. It is necessary to promptly resign, dismiss, and replace disciplined cadres, those with limited capacity and reduced prestige, demonstrating strictness and humanity, gradually making "there is up and down, there is in and out" become a culture and normal practice in cadre work.
Currently, localities are preparing for Party Congresses at all levels, towards the 14th National Party Congress. Regulation 144-QD/TW is the "handbook", the basis for Party committees and Party organizations at all levels to review, evaluate, and select cadres and Party members to include in the planning and personnel preparation for Party Congresses at all levels. Because the quantified ethical standards are the measure to select cadres who meet the requirements and standards of ethics and capacity; have "courage, innovation, creativity, integration", know how to live "diligently, thriftily, honestly, impartially", are cadres with both virtue and talent, prestige and capacity. In particular, it is necessary to shine a light on how to do well all stages of personnel work, especially the stages of evaluating cadres, creating cadre sources... to select cadres with sufficient qualities and integrity into the organization.
In Hanoi, there have been many officials who only announced their children's weddings and did not accept condolence money. Furthermore, since 1992, Hanoi has launched the "Good People, Good Deeds" movement following the teachings of Uncle Ho and the suggestion of the late Prime Minister Pham Van Dong. Up to now, the "Good People, Good Deeds" movement of Hanoi has gone into depth, has had a strong influence, creating a unique cultural feature for a "Thang Long - Hanoi of a thousand years of civilization".
Every year on the occasion of the Capital Liberation Day on October 10, Hanoi organizes a ceremony to honor thousands of good people and good deeds, including many shining examples of cadres and party members in various fields. This is also a vivid demonstration of the exemplary nature of cadres and party members; using construction to fight, using good to eliminate bad.
