The Provincial People's Committee has just issued Document 2284 on resolutely preventing and strictly handling violations of the law on dikes in the province.

The content of the document clearly states: In the past time, the Provincial People's Committee has resolutely directed relevant departments, branches and localities to focus on handling violations of dike laws. However, the situation of violations of the law on dike laws in the province continues to arise new violations, while the number of old violations is still pending and has not been resolved, completely handled, causing many difficulties in management and protection work (from January 1, 2010 to now, in the province there are a total of 975 violations); some localities have not really paid attention to directing, focusing and resolutely handling violations of the law on dikes.

In order to enhance the role and responsibility, and strengthen the effectiveness of law enforcement on dykes, the Chairman of the Provincial People's Committee requested departments, branches, People's Committees of Dong Hai district, Hoa Binh district, Bac Lieu city and relevant agencies and units to strictly implement the provisions of the law on dykes and other relevant legal provisions, focusing on a number of key tasks: The Department of Agriculture and Environment shall preside over and coordinate with local authorities and relevant units with dykes passing through to regularly inspect and monitor the progress of dyke status; developments of dyke damage and incidents; establish records and regularly update data on dykes; Detect, take timely measures to prevent and recommend handling of violations of the law on dykes; Directly participate in handling and provide technical guidance on handling dyke incidents; Mobilize organizations and individuals to participate in dyke management and protection. Strengthen patrols, inspections, closely monitor the area, detect violations from the beginning, coordinate with local authorities and relevant units to make records, propose solutions from the beginning, do not let violations continue to arise; strengthen measures and sanctions in contracts for allocating protective forest land, must bind the terms and conditions clearly showing the scope of land for temporary construction (structure, construction materials), the distance from the foot of the dike, the area must be clearly stated and when there is a violation in the contract, handle it according to regulations. In the coming time, review households with contracts for allocating protective forest land that have violated the dike protection corridor, advise and submit to the Provincial People's Committee for consideration, do not continue to issue protective forest land allocation contract books to these households. At the same time, when implementing the signing of contracts for allocating protective forest land between forest owners and households, it is necessary to notify the local authorities so that the local authorities can manage the people according to regulations.

The People's Committees of Bac Lieu City, Hoa Binh District and Dong Hai District shall enhance the role, responsibility and authority of local authorities in state management of the dike sector. Strengthen the management of local people, propagate and mobilize people not to carry out construction activities and houses in the dike protection corridor, mobilize people to dismantle illegal constructions and houses to restore the original state of the dike protection corridor. Direct functional departments, specialized agencies and local Party committees and authorities at all levels to fully perform their responsibilities in preventing and handling violations in accordance with the provisions of law... The Department of Justice shall coordinate to guide legal procedures for handling violations; the Provincial Police shall take the lead in ensuring security and order in the dike area, promptly detect and handle violations in accordance with regulations...
