Today (October 1), a Ministry-level firefighting and search and rescue drill took place in Bai Chay ward, Ha Long city, Quang Ninh .
Attending the drill were Major General Nguyen Van Long, Deputy Minister of Public Security , Head of the Drill Steering Committee; Mr. Bui Van Khang, Vice Chairman of Quang Ninh Provincial People's Committee, Head of the Drill Organizing Committee; Major General Dinh Van Noi, Director of Quang Ninh Provincial Police, Deputy Head of the Drill Organizing Committee; representatives of the leaders of the Provincial and City People's Committees, ministries, branches, agencies, central and local enterprises; representatives of the leaders of the Departments, Commands, Police Schools, leaders of the Public Security of 15 provinces and cities in the Northern region...
Also participating in the exercise were more than 2,000 officers and soldiers of the police force, army, units from 15 provinces and cities in the Northern region and the masses.
The exercise mobilized more than 100 vehicles, setting situations and contexts taking place in Ha Long City with assumptions on land, at sea and in the air.
The drill began when hotel staff discovered a gas explosion in the kitchen on the 5th floor, causing the building to collapse and catch fire. Smoke, dust, and toxic gas filled the building, causing about 800 people on all floors of the building to panic and search for an escape route.
The hotel has used the on-site fire fighting force and security force to organize activities to guide escape and fire fighting, rescue and relief. At the same time, notify the fire fighting force and local authorities to promptly fight the fire and rescue and relief.
Two helicopters of Air Force Regiment 916, Air Force Division 371 were mobilized to the scene to participate in search and rescue on the roofs of two simulated burning buildings.
The drill also involved a situation where a gasoline tanker truck lost concentration and tried to avoid people, causing it to crash into a chemical truck, causing gasoline to spill and Class A nitric acid to leak out... At this time, a fire-fighting robot was brought to the scene to extinguish the fire.
Another situation at the drill was rescue, salvage and fire fighting for a cruise ship in an emergency, needing to save many tourists.
The exercise had many new contents, posing very high requirements in resolving many difficult situations on land, at sea, in the air with the participation of many forces, means, equipment and modern weapons. The forces coordinated closely, operated realistic and effective mechanisms, and successfully handled the situations.
