Upcoming election and approval of appointment of a number of key leaders in the State apparatus

(Dan Tri) - Based on the decision of the Central Committee and the submission of competent agencies, the National Assembly will elect, approve the appointment and dismissal of a number of key leadership positions in the State apparatus.

This information was given by Vice Chairwoman of the Delegation Affairs Committee Ta Thi Yen when answering the press at a press conference on the expected agenda of the 10th session of the 15th National Assembly on the afternoon of October 17.

The National Assembly will elect, approve the appointment and dismissal of a number of positions.

Previously, the 13th Central Committee Conference had given opinions on personnel for the Politburo to introduce to the National Assembly to elect the Secretary General of the National Assembly, two Chairmen of the National Assembly Committees and approve the appointment of Deputy Prime Ministers and Ministers.

Emphasizing that the 10th session is a very important session of the National Assembly, Ms. Yen said that this session marks the period when the National Assembly will complete its responsibilities of the term and prepare for the new term.

“In addition to the contents of legislation, supervision and decision on important issues of the country, personnel work is a highlight that voters and people are particularly interested in,” Ms. Yen said.

According to her, based on the Central Committee's decision and the submission of competent agencies, the National Assembly will consider and decide on a number of personnel matters within its authority, including the election, approval of appointment, and dismissal of a number of key leadership positions in the State apparatus.

This is a regular process to ensure the continuity, stability and efficiency of the apparatus in the new situation, according to Ms. Yen.

She affirmed that the entire personnel process is carried out in accordance with the provisions of the Constitution and the law, ensuring democracy, objectivity and transparency. National Assembly deputies will exercise their rights and responsibilities before the people and voters through secret ballot, ensuring the principle of democratic centralism.

“The personnel work at this session is a step to perfect the apparatus at the end of the term, both to prepare for the new National Assembly term and to create a foundation for the State apparatus to operate more effectively and efficiently under the Party's leadership, so the personnel work is carried out carefully and according to procedures,” Ms. Yen emphasized.

According to the leader of the Delegation Work Committee, competent authorities are completing procedures and personnel records in accordance with regulations.

“Personnel work is expected to be carried out on the last day of the first working week of the session. The steps will ensure democracy, objectivity and transparency,” Ms. Yen informed.

Regarding the specific number of personnel, she said that based on the Government's submission and the Politburo 's recommendation, the National Assembly Standing Committee will report specifically at the time of submitting personnel. Personnel work will be carefully and methodically prepared, demonstrating unity.

“This is not only a step to perfect the apparatus at the end of the term but also creates a foundation for the effective and efficient operation of the State apparatus in the next period,” Ms. Yen reaffirmed.

Largest number of jobs ever

Previously, reporting on the schedule and program content, Deputy Head of the National Assembly Office Nguyen Van Hien said that the 10th session of the 15th National Assembly opened on the morning of October 20 and is expected to close on December 11 with an expected working time of about 40 days.

According to Mr. Hien, this is a session with many important contents. At this session, the National Assembly will conduct the contents of the regular session and summarize the 15th term.

“The National Assembly will consider and decide on 66 contents and groups of contents (49 draft laws, 4 resolutions on legislative work; 13 groups of contents on socio-economics, state budget, supervision and other important issues),” Mr. Hien informed.

He emphasized that this is the session with the largest volume of work ever; reviewing and deciding on the most legislative content compared to all sessions since the beginning of the term.

Regarding the new points at this session, the Deputy Head of the National Assembly Office said that the National Assembly will shorten the time for presenting reports; arrange for presentations to be integrated into some reports. The National Assembly will also listen to presentations, reports and discuss in groups and halls for some draft laws, resolutions and reports on the same field.

Notably, in the final session of the term, the National Assembly will not organize a question and answer session. Instead, the Government and agencies will send full reports, and National Assembly deputies will send written questions for the questionees to answer continuously from now until the 10th session.

At the session, the National Assembly will synthesize the report and arrange for the National Assembly to meet in one session on this content.
