Land will be forcibly reclaimed to serve the construction of Hoa Lien Expressway.

The need to quickly remove site obstacles to avoid affecting progress is an issue that contractors are particularly concerned about at the working session with the leaders of the Da Nang City People's Committee on the construction of the Hoa Lien - Tuy Loan expressway project that took place on the afternoon of August 27.

A representative of Truong Son Construction Corporation said that the bridge construction on the section passing through Hoa Lien commune undertaken by this contractor is being affected by residential houses. In Hoa Son commune, in order to be able to construct the expansion of the DT 602 overpass on the route, the contractor only requested "early site clearance".

Similarly, Company 17 (contractor) said that the company's construction work through Hoa Lien, Hoa Son, and Hoa Nhon communes is also facing many difficulties. Every time they bring vehicles and equipment to work, they are obstructed by local people.

"We hope the government will soon take measures to support the construction," he suggested.

According to Mr. Phan Van Ton, Chairman of the People's Committee of Hoa Vang district, there are still 70 files on the entire main highway that have not yet handed over the land.

"The locality is trying to hand over about 36 cases before August 31. There are 34 files that must be enforced in all three communes of Hoa Lien, Hoa Son, and Hoa Nhon," Mr. Ton informed.

A house facing the highway is subject to clearance.

In the immediate future, Mr. Ton requested that investors and contractors urgently start construction at locations where the land has been handed over.

"Currently, we have a hot-handling team. The district has already handed over to the investor. If the construction is obstructed, the communes will handle it. If the commune does not do it, I will go down directly to do it," Mr. Ton said, pledging to forcibly reclaim the land by September 10, ensuring the clean site is handed over to the contractor.

Sharing the same view, Mr. To Van Hung, Secretary of Hoa Vang District Party Committee, emphasized: In areas where the land has been handed over, it is necessary to send forces to support the construction.

"For cases that are subject to continued mobilization, the mobilization will continue until August 31. After mobilization, we will consider providing maximum support if the people do not comply, and a decision on enforcement will be issued," Mr. Hung said.

Concluding the meeting, Mr. Ho Ky Minh, Vice Chairman of the People's Committee of Da Nang City, requested the investor and contractor to work together to speed up the project progress. Where the site is stuck, the locality will support the construction.

Local authorities are responsible for focusing all efforts on compensation, site clearance, technical infrastructure, and ensuring a clean site for construction contractors.

The 11.5km Hoa Lien - Tuy Loan expressway section is located in the communes of Hoa Lien, Hoa Son, and Hoa Nhon of Hoa Vang district (Da Nang city).

In the phased phase, the project is invested with a complete 4-lane scale, roadbed width of 22m, road surface width of 14m, design speed of 80km/h.

In the completed phase, the project will have a scale of 6 lanes, roadbed width of 29m. Total investment is more than 2,100 billion VND.

The project is invested by the Ho Chi Minh Road Project Management Board. The contractors are Truong Son Construction Corporation, Traffic Construction Corporation 5 and 17 LLC.
