Pedagogy students continue to be upset because they have not received their living expenses.

A student of the Central Pedagogical College of Ho Chi Minh City shared: "We are entitled to the living expense support policy according to Decree 116, which stipulates that we receive it monthly, but we still have not received the old year's money. Due to difficulties, we signed a commitment, but it has been 9 months and the school is still silent."

According to this student, if a student breaks the commitment, he/she must pay back the money according to the time set by the decree, but if the living expenses are delayed for too long, is that also considered not fulfilling the commitment?

YL, a second-year student majoring in early childhood education , said that she receives 3.63 million VND per month. However, she has not received any more since March. "That means I still have 4 months left in the previous semester and have not received any more. Now, I am several months into the second year, so in total, I have not received the required living expenses for 6 months. I really rely on this money to cover my living expenses," HL shared.

Some students said that they were supposed to receive the support money monthly because of the monthly commitment they signed, but before that, they received it for a month and then stopped for several months before receiving it again. Many students are currently "owed" for 6-9 months.

Discussing this issue, Master Nguyen Nguyen Binh, Principal of the Central Pedagogical College of Ho Chi Minh City, said: "Indeed, from March until now, students have not received living expenses according to Decree 116 and this is a common situation in pedagogical colleges. The reason is because the state budget allocated to the school is not enough."

According to Mr. Binh, the school's current 2021 enrollment has 574 students receiving Decree 116 from the central budget and 37 students receiving from the Long An province budget because this province ordered the school to train. Meanwhile, the 2022 enrollment has 526 students receiving living expenses support from the central budget.

"In 2023, students will receive this amount for January and February," Master Binh added.

Previously, hundreds of pedagogical students of Nha Trang Central Pedagogical College also sent feedback to Thanh Nien Newspaper about not receiving support for many months according to the regulations of Decree 116.

According to information from Mr. Nguyen Trung Trieu, Principal of Nha Trang Central Pedagogical College, students of the 2021 enrollment class will only receive living expenses until the end of November 2022, while students of the 2022 class will only receive support money until the end of February 2023. The reason is also because the budget is allocated to the school late.

It is known that Decree 116 of the Government stipulates the policy of supporting tuition and living expenses for pedagogical students, effective from the 2021 enrollment period. Students majoring in pedagogy who commit to working in the education sector will enjoy tuition support policies and at the same time receive living expenses of 3.63 million VND/month from the state budget. The support period is calculated based on the actual number of months of study at school but not exceeding 10 months/school year.
