This project is considered to have a "golden" location in terms of traffic when it has convenient traffic connections with major roads, adjacent to many key routes of Cau Giay district such as Duy Tan, Thanh Thai, Tran Thai Tong, Ton That Thuyet. In addition, the project is also located near Cau Giay park and many major universities.

The above project was started in 2010, expected to be completed in 2013, however, until now, in mid-2024, the project has not been completed. The units assigned to construct the project are Hanoi Construction Joint Stock Company No. 5 and Urban Infrastructure Development and Investment Corporation (UDIC).

According to Decision No. 4962, Hanoi City People's Committee requested the investor, Cau Giay District People's Committee, to urgently complete construction, coordinate with competent authorities to accept fire prevention and fighting and other items for handover.

However, according to the reporter's actual records on weekdays as well as weekends, this project is always in a state of "closed doors and bolts", many construction materials are heavily rusted.

The project is surrounded by a tightly closed corrugated iron fence, with no one passing by or watching. The sign containing information about the project investor located outside the gate is also torn and faded, making the words unreadable.

The interior of the project has been completed but many items have been left behind due to years of exposure to the sun and rain, causing peeling and severe deterioration. The upper surface of the building is covered with moss and the glass panels are cracked and broken.

Instead of being used for their intended purposes, vacant lots scattered around the project are used as places to wash and park cars and motorbikes...

The resettlement apartment project N01 - D17 Duy Tan has 15 floors (2 commercial floors, 13 floors for use) and 2 basement floors for parking, with many apartments ranging in area from 59m2 - 93m2 (corresponding to 1 bedroom to 3 bedrooms).

This project is for households whose land is subject to clearance and reclamation on the extended Nguyen Van Huyen Street. This road has been open to traffic since October 2019, but to date, the resettlement building has not been completed.
