Focus on reviewing the use of resources, land and public assets.

After listening to Deputy Head of the Government Office Mai Thi Thu Van present a summary report on the Government's work for the 2021-2026 term, opinions at the meeting highly appreciated the Government's work in building and perfecting institutions and laws and stated that, in the past term, the National Assembly has several times delegated the Government the authority to proactively perform tasks and powers that are under the authority of the National Assembly so that the Government can proactively, flexibly, and promptly respond to changes and fluctuations in the domestic and international situation, and remove bottlenecks in mechanisms. This is an unprecedented event.

However, with a high sense of responsibility, proactiveness and creativity, the Government has strived to effectively implement assigned tasks, gradually helping the country overcome difficult periods, achieving important achievements in this term, both in socio-economic development, international integration and maintaining stability in political security, order and social safety.

Highly agree with the results achieved in the management areas mentioned in the report. However, opinions suggested that the Government pay attention to and clarify the situation of loss and waste in the management and use of the state budget; the shortcomings and limitations in the management and use of the budget (such as the estimated revenue and expenditure, the budget preparation is not close to reality, the adjustment, cancellation of the budget, and the transfer of resources at the end of the year are still large; the disbursement of public investment capital has improved but still does not meet the requirements in some units, ministries, branches, and some specific projects; outstanding debts in basic construction still exist in some localities; the disbursement rate of national target programs is still slow)...

In particular, it is necessary to focus on reviewing the use of resources, land, and public asset management in the process of restructuring the apparatus and implementing the two-level local government model.

Regarding the work of reorganizing the apparatus and administrative units at all levels, the Standing Committee of the National Assembly's Committee on Law and Justice proposed to continue researching and perfecting the apparatus of agencies in the political system in accordance with the requirements and direction of the Party, ensuring scientific organization and effective operation.

Continue to review the system of legal documents to thoroughly implement decentralization, delegation of power, and assignment of authority to localities; at the same time, have a mechanism to monitor, guide, and supplement necessary resources so that localities can effectively perform their tasks and powers as prescribed.

The opinions also suggested that the Government supplement its assessment of the difficulties and challenges in socio-economic management in the current context and the following years, on that basis, develop a more general and appropriate orientation.

* On the same day, at the National Assembly House, the Standing Committee of the National Assembly's Economic and Financial Committee held an expanded session to preliminarily examine the draft Law on Deposit Insurance (amended).
