Digital transformation - The core driving force to improve the efficiency of public administration
Digital transformation currently plays a key and fundamental role in administrative reform, especially when two-level local governments are being organized in a more streamlined and efficient manner. The application of digital technology has fundamentally changed the way state agencies are managed and operated. Thanks to electronic document management systems, paperless meetings and specialized software, work processing time is significantly shortened, while minimizing the use of manual paperwork. This also contributes to improving close coordination between departments and units.
Through platforms such as the Online Public Service Portal and the electronic one-stop shop system, citizens and businesses can easily carry out administrative procedures without having to go directly to state agencies. This not only helps reduce hassles and increase transparency, but also enhances people's satisfaction with public services.
In particular, during the operation of the two-level local government model, the application of digital technology also enhances the connection and data exchange between government levels, ensuring that work is handled more smoothly and effectively. The Department of Science and Technology of Dak Lak province has recorded many significant successes in the digital transformation process, especially after implementing the merger according to Resolution 202/2025/QH15 of the National Assembly (Resolution 202).
Some outstanding results include: Effectively implementing the Project to merge the Department of Science and Technology of Dak Lak and Phu Yen provinces, creating a streamlined and stable apparatus; Ensuring information technology infrastructure with Plan 138/KH-UBND, effectively maintaining document management systems, online meetings and electronic reports linked to the commune level; Providing 100% of online public services on the National Public Service Portal with more than 2,000 administrative procedures, of which nearly 1,900 public services are performed online and the rate of on-time settlement is high.
The Department has also publicly disclosed the list of administrative procedures on the national database and completed internal processes in an effective and transparent manner. The close coordination with the Public Administration Service Center in receiving and returning results has been carried out seriously and in accordance with regulations, contributing to improving the quality of service to people and businesses. In addition, the Department advised on the establishment of a Provincial Steering Committee for Digital Transformation and organized many outstanding activities such as announcing the AI platform, launching the "Digital Dak Lak" application, implementing the "Digital Education for All" program to raise awareness and encourage people to participate in digital transformation. The digital infrastructure project for the period 2021-2025, with a vision to 2030, has also been implemented to build a solid foundation for the development of digital government, digital economy and digital society at the local level.
From these results, digital transformation has brought about many positive changes in administrative reform at the Department of Science and Technology. Specifically, the efficiency of internal management and operation has been improved by shortening work processing time, reducing paperwork and increasing transparency. The quality of service to people and businesses has also been significantly improved thanks to online public services that help save time, costs and make it more convenient to handle procedures. Transparency and responsibility are also enhanced when the entire process and list of administrative procedures are made public, easy to look up and evaluate. At the same time, digital culture in the unit is strongly promoted, with civil servants proactively applying technology and quickly adapting to the modern working environment. Moreover, digital transformation also creates an important foundation for the Department to effectively advise on provincial-level innovation and digital transformation programs.
These achievements are clear evidence of the Department of Science and Technology's continuous efforts in applying digital transformation to improve management efficiency and better serve the people, contributing positively to the administrative reform process in the province. In the coming time, the Department will continue to promote digital transformation, towards more sustainable, substantial and extensive development.
Synchronous solutions, clear orientation in the new phase
In addition to the outstanding results, the Department of Science and Technology also faces many challenges in the process of administrative reform associated with digital transformation. The organizational merger under Resolution 202 has posed a big problem in organizing the apparatus and assigning personnel effectively without interrupting professional activities. Digital infrastructure in some commune-level localities is still limited, causing difficulties in implementing data interconnection and processing administrative procedures online. A number of officials and civil servants still lack the skills to use technology, affecting the effectiveness of serving the people.
Faced with that reality, the Department of Science and Technology has set out specific directions to continue promoting its pioneering role in administrative reform and digital transformation. The focus is to continue perfecting the organizational apparatus in a streamlined and efficient manner; promoting the digitalization of the entire administrative procedure processing process; improving digital skills for staff, especially in the departments receiving and handling procedures.
In addition, the Department will strengthen communication and guidance for people – especially in communes and wards – to access and effectively use online public service platforms. Putting people and businesses at the center will continue to be the guiding principle in all administrative reform and digital transformation activities of the unit.
Digital transformation is not only a supporting tool but has become an essential driving force for innovation in public administration. With a systematic approach, proactiveness and determination to innovate, the Department of Science and Technology of Dak Lak province is affirming its core role in the process of building a digital government, contributing to promoting local socio-economic development in the period of comprehensive digital transformation./.
