Opportunity to realize the dream of settling down

Before October 10, 2025, many workers, despite having real needs, still had difficulty accessing social housing due to low income ceiling regulations, which excluded them from the eligible group. Recently, the Government issued Decree No. 261/2025/ND-CP amending and supplementing Decree No. 100/2024/ND-CP detailing a number of articles of the Housing Law, expanding beneficiary policies, removing procedures and encouraging businesses to participate in investing in social housing development.

Expanding access opportunities

One of the notable new points of Decree No. 261/2025/ND-CP, effective from October 10, 2025, is the expansion of the subjects eligible to buy social housing (NOXH) through adjusting the income ceiling in accordance with real life.

Accordingly, low-income people in urban areas, unmarried or single officials, civil servants, public employees and workers with an average income of no more than 20 million VND/month (an increase of 5 million VND compared to the old regulation) are allowed to buy social housing. In case of raising children under 18 years old, the maximum income is raised to 30 million VND/month, reflecting the increasing spending level and cost of living in industrial cities.

For married people, the total income of the couple does not exceed 40 million VND/month (an increase of 10 million VND compared to before) to be eligible to apply for social housing. This policy is considered a reasonable adjustment, helping many families of workers and laborers have more opportunities to settle down and stabilize their lives long term.

Ms. Nguyen Thi Linh, a worker at TNG Investment and Trading Joint Stock Company, shared: My husband and I have a total income of more than 30 million VND, but we still have to save a lot to save enough to buy a house. Raising the ceiling to 20-40 million VND/month is reasonable given the fluctuations in prices, living expenses and actual income in urban areas like Thai Nguyen .

Not only young families like Ms. Linh, Mr. Nguyen Thanh Tung, a worker at Glonics Company Limited in Tich Luong Ward, also expressed his excitement: I am not married yet, and my goal is to buy social housing in the next 3 years. The regulation that single people with an average income of no more than 20 million VND/month can buy social housing is very appropriate, opening up more opportunities for many workers far from home like me.

Along with adjusting the income ceiling, Decree No. 261/2025/ND-CP also significantly removes administrative procedures in reviewing applications. Previously, many freelance workers encountered difficulties when they did not have a labor contract to prove their income.

Now, within 7 days of receiving the request for confirmation, the commune-level police at the place of permanent residence, temporary residence or current residence are responsible for checking the information in the population database to confirm the income condition. This regulation helps shorten the processing time, at the same time increases transparency, creating more favorable conditions for people with real needs for social housing.

Reduce interest rates, ease difficulties for businesses

Another positive point in Decree No. 261/2025/ND-CP is the reduction of social housing loan interest rates from 6.6% to 5.4%/year. This policy is considered a dual support measure, both helping people reduce the financial burden when borrowing to buy a house and encouraging businesses to boldly invest in the social housing sector, which has low profit margins.

Mr. Tran Thanh Binh, Chairman of the Board of Directors of Tien Bo Group Joint Stock Company (TTB Group) - the investor of the Binh Minh Phat Social Housing Project, said: The Government has adjusted many regulations to be more suitable to reality, expanding the beneficiaries and increasing the feasibility of the projects. This is a positive signal, creating motivation for businesses to invest in the social housing segment.

According to Mr. Binh, TTB is proposing to Thai Nguyen province to build 3 more buildings, each 21 floors high with over 300 apartments, increasing the total social housing fund of the project to about 1,500 apartments, contributing to increasing supply for the market.

In practice, Decree No. 261/2025/ND-CP has resolved many legal problems that have persisted over the past time, especially the mechanism for selecting investors and clearly distinguishing between the 20% commercial land fund and the land use costs of social housing projects. Expanding the group of eligible buyers and renters also helps businesses access the market, reduce inventory, and speed up project implementation progress.

According to a survey by a professional agency, in the 2021-2025 period, the whole Thai Nguyen province has about 37,000 people in need of social housing (including 16,000 workers and laborers in industrial parks and 21,000 people in low-income groups such as poor and near-poor households in urban areas, cadres, civil servants, public employees, officers, non-commissioned officers, freelance workers...).

In the 2025-2030 period, it is forecasted that there will be nearly 29,000 more people in need of buying or renting social housing, showing that the real demand is very large, requiring a stable and long-term supply.

The province has approved the investment policy for four social housing projects with a total scale of more than 2,000 apartments. The Dai Thang Social Housing Project is expected to hand over 395 apartments in early November 2025; two projects in Bach Quang Ward and Tich Luong Ward are expected to be completed this year; the Green House Social Housing Project with 476 apartments is expected to be completed in 2026. These projects, when put into operation, will contribute significantly to solving the housing needs of thousands of workers and laborers.

Mr. Le Cao Hai, Head of the Department of Housing Management, Urban and Rural Development (Department of Construction), said: We have consulted with the Department's leaders to submit to the Provincial People's Committee to review and adjust the social housing development plan according to the Government's assigned targets. The whole province currently has 83 land locations, with a total area of ​​over 250 hectares, enough to invest in building about 24,000 social housing units by 2030...

Thus, with synchronous and practical adjustments, Decree No. 261/2025/ND-CP not only creates a clear legal corridor but also a strong boost for the social housing market. This policy contributes to stabilizing social security and promoting the healthy development of the real estate market.

This is also a premise for low-income people to soon realize their dream of settling down; Thai Nguyen province is closer to completing the target of developing social housing by 2030 according to the plan assigned by the Government.

The social housing development target in Decision No. 444/QD-TTg dated February 27, 2025 of the Prime Minister assigned to Thai Nguyen province in 2025 is 1,084 units; in the period 2026-2030 is 23,116 units.
