Drafting documents detailing the implementation of 11 laws and resolutions of the National Assembly

The Prime Minister assigned the drafting of documents detailing the implementation of 11 laws and resolutions of the National Assembly .

Specifically, the Deputy Prime Minister assigned the agencies to draft 118 documents detailing the implementation of 9 Laws: Road Law; Law on Road Traffic Safety and Order; Law on amending and supplementing a number of articles of the Law on Security Guards; Law on Management and Use of Weapons, Explosives and Support Tools (amended); Law on amending and supplementing a number of articles of the Law on Property Auction; Law on Capital City (amended); Law on National Defense Industry, Security and Industrial Mobilization; Law on Social Insurance (amended); Law on Archives (amended).

Among the 118 documents are: Decree on electronic payment for road traffic; Decree on highway toll collection; Decree regulating road transport activities; Decree regulating the management and use of funds from collection of administrative fines for traffic order and safety violations and vehicle license plate auctions; Decree regulating the business of motor vehicle inspection services, the age limit for motor vehicles; Decree regulating the management and use of underground space...

The Deputy Prime Minister assigned the agencies to preside over drafting two documents detailing the implementation of Resolution No. 136/2024/QH15 dated June 26, 2024 of the National Assembly on the organization of urban government and piloting a number of specific mechanisms and policies for the development of Da Nang city, including: 1- Decree regulating the organization of activities of the District People's Committee and the responsibility regime of the Chairman of the District People's Committee; organization of activities of the Ward People's Committee and the responsibility regime of the Chairman of the Ward People's Committee; election, recruitment, management and use of civil servants working at the District People's Committee and cadres and civil servants working at wards and communes; making estimates, implementing and finalizing the budget of districts and wards in Da Nang city; 2- Decision of the Prime Minister on piloting decentralization and procedures for approving local adjustments to the general planning for construction of functional areas and local adjustments to the general planning of urban areas of Da Nang city.

The Ministry of Finance is in charge of drafting a Decree regulating loan interest after the construction period, reasonable profits, payment methods, and final settlement of investment projects applying BT contracts in Nghe An province to detail the implementation of Resolution No. 137/2024/QH15 dated June 26, 2024 of the National Assembly on supplementing a pilot program of a number of specific policy mechanisms for the development of Nghe An province.

Reviewing the slow issuance of documents that do not ensure quality

The Deputy Prime Minister requested the Minister and Head of the ministerial-level agency in charge of drafting detailed regulations to be responsible for: Directly in charge, directing and taking responsibility before the Government and the Prime Minister for the quality and progress of drafting and promulgating detailed regulations according to this Decision;

Regularly urge and check the progress of implementation; review and clarify the responsibilities of each agency, unit and head assigned to preside over drafting and submitting documents to avoid delays in issuance or issuance of documents that do not ensure quality...
