
Recently, at a working session with a number of wards in the western region of the province on the operation of the two-level local government model, Vice Chairman of the People's Committee of Quang Ninh province Vu Van Dien requested that by October 2025, localities must complete planning work, effectively use surplus headquarters land funds and build new headquarters.
Since July 1, the province has had 54 communes, wards and special zones. Immediately after the reorganization, localities have made full use of existing headquarters, exchanging with local units to arrange workplaces for the new government apparatus, ensuring working conditions for officials and civil servants, while effectively promoting existing resources to serve the people. Specifically: 15 localities have arranged their headquarters in one area; 28 localities have arranged them in two areas and 11 localities have arranged them in three areas.
Particularly at the commune level, the whole province has carried out the handover, reception, arrangement and handling of 1,732 headquarters and public service facilities, of which 1,412 facilities were retained for continued management and use.
For 320 surplus facilities, localities have proactively utilized and flexibly converted them into community activity centers, cultural activity spots, educational and medical facilities, or assigned them to localities for exploitation according to the planning. Of which, the province transferred 33 houses and land facilities to central agencies and units in the area; 5 houses and land facilities were transferred to agencies, units and localities for management and use; liquidated assets on land (for houses and land facilities that meet the conditions for liquidation according to Clause 1, Article 29 of Decree No. 186/2015/ND-CP dated July 1, 2025 of the Government); 92 houses and land facilities were planned for resettlement land, playgrounds, community activities...; 87 facilities were converted into cultural houses, cultural institutions, and playgrounds for children. In addition, the province arranged resettlement land fund for 25 housing and land facilities; assigned units with housing management and business functions to manage, exploit and do business with 32 housing and land facilities.
The province has approved the plan to arrange working headquarters for provincial agencies, organizations and units after the merger on the basis of ensuring sufficient working space according to standards, norms and the number of cadres, civil servants and employees. In particular, the province prioritizes the arrangement into areas of departments and branches with functions and tasks that regularly coordinate with each other and are convenient for investors and citizens to regularly come to work. Typically, the old Ha Long City Party Committee headquarters is used as the headquarters of the National Assembly Delegation and the Provincial People's Council; the headquarters of the People's Council and the People's Committee of Ha Long City, the old Ha Long Public Administration Service Center is used as the headquarters of the Fatherland Front Committee and socio-political organizations of the province...
The management and use of public assets are carried out publicly, in accordance with procedures and laws, demonstrating the sense of responsibility, administrative discipline and long-term vision of Quang Ninh in building a modern, effective government serving the people. Thanks to that, after more than three months of operating the new model, the communes, wards and special zones after the merger have operated stably, without interruption of public services, the apparatus is more streamlined but the work efficiency is higher, and is supported and highly appreciated by the people.
Due to the reorganization, the working headquarters of commune-level administrative units have also changed, affecting the travel of cadres, civil servants, public employees and workers. To overcome this problem, on October 17, the People's Council of Quang Ninh province issued a Resolution stipulating travel support policies for cadres, civil servants, public employees and workers affected by the reorganization of commune-level administrative units. Accordingly, within 36 months, the province will support travel of 2 million VND/person/month in case of an increase in travel distance from the old agency headquarters to the new agency headquarters of 10km or more for communes in region I in ethnic minority and mountainous areas; from 15km or more for new agency headquarters located in the remaining areas. The province supports 3 million VND/person/month for cadres, civil servants, public employees, and workers on Quan Lan, Minh Chau, Thang Loi, Ngoc Vung, and Ban Sen islands working at the Van Don Special Zone Administrative Center.
