
Speaking at the working session, Deputy Prime Minister Mai Van Chinh acknowledged, commended and congratulated the socio -economic development achievements that the Party Committee, government and people of Dong Thap have achieved in the past 9 months, especially in the context of many economic challenges.
The province has effectively implemented the resolution on socio-economic development, national defense and security, and social security. Many important areas have achieved good growth rates and positive changes. In addition, Dong Thap has been very active in building new rural areas and has been recognized by the Prime Minister for completing the construction of new rural areas.
The Deputy Prime Minister suggested that in the coming time, Dong Thap province needs to focus on thoroughly grasping and implementing the policies and resolutions of the Central Committee, resolutions, directives, and dispatches of the Prime Minister; and laws of the National Assembly to achieve the socio-economic development targets for 2025, completing the economic growth target of 8% or more.
To achieve the growth target, Dong Thap province needs to have a new scenario for each specific area and it must be feasible. Regarding public investment, the Deputy Prime Minister requested the Chairman of the Provincial People's Committee to assign Vice Chairmen of the Provincial People's Committee to be in charge of specific projects for close leadership and direction. For key works and projects, construction units must increase "3 shifts, 4 shifts", work on holidays to ensure progress, complete 100% of public investment disbursement as planned.
Dong Thap province continues to improve the team of communal-level civil servants to ensure the number is appropriate to the function, with capacity and qualifications to meet the requirements of the two-level local government. At the same time, the province needs to speed up the implementation of national target programs on new rural areas, sustainable poverty reduction...
"After the merger, the new organizational structure was formed and the province still faced many difficulties. Therefore, in the coming time, the province needs to continue to promote and improve what is done well; and find solutions to overcome and continue to improve what is not done well," the Deputy Prime Minister emphasized.
The Deputy Prime Minister noted that Dong Thap needs to actively promote investment, trade, and business development to promote and introduce the province's potential and strengths to domestic and foreign investors, in order to boost investment attraction in the coming time. The province should diversify products and markets to attract investment and promote e-commerce development.
In particular, Dong Thap province has strengthened inspections and proactively grasped flood and natural disaster situations to respond promptly to protect people's lives and property during the rainy and stormy season.

At the meeting, Deputy Prime Minister Mai Van Chinh also shared the difficulties of Dong Thap province in the past 9 months. Specifically, the province has not achieved growth rate, the local economic scale is still small; the potential and inherent resources have not been fully exploited; the infrastructure has not met the current rapid development needs; the disbursement of public investment has not met the requirements. In addition, the two-level local government still lacks staff and has not been able to arrange them; and the status has not been transformed from state administration to service and creation.
The Deputy Prime Minister acknowledged the recommendations of Dong Thap province and assigned relevant ministries and branches to advise and organize implementation in the coming time.
Reporting at the meeting, Director of the Department of Finance of Dong Thap province Nguyen Kim Tuyen said that in the first 9 months of 2025 (from January to September), the province's socio-economic situation was basically stable, many growth targets reached and exceeded the plan. Agricultural production continued to promote its strengths, especially fruit trees and aquatic products; industry - construction and trade - services had clear recovery steps. Dong Thap province's GRDP increased by nearly 7%, export turnover reached more than 6.8 billion USD. In particular, industrial production increased by 12.95%, total retail sales of goods and consumer service revenue completed 100% of the yearly plan; trade surplus of more than 3.1 billion USD, accounting for nearly 19% of the total trade surplus of the country. The tourism sector also recovered strongly, attracting more than 5 million visitors (up 6.4%), total revenue of more than 3,000 billion VND.
As of October 15, 2025, the province has disbursed public investment capital of VND 8,400 billion, reaching 60% of the plan assigned by the Prime Minister, among the localities with the highest disbursement rate in the country. The province has focused resources, closely coordinated with ministries, branches and investors to accelerate the progress of strategic transport infrastructure projects, both central and local. Many key projects are being actively implemented by the locality, gradually perfecting the regional connection network, creating new development momentum.
Regarding the construction and implementation of the two-level local government model, after 3 months of operation, the two-level local government model has been operating stably and smoothly, achieving very important initial results. In addition, Dong Thap also completed ahead of schedule the program to eliminate temporary and dilapidated houses with more than 2,700 newly built houses, one of the outstanding results in social security in 2025.
In addition to the achievements, the province still faces many difficulties and major challenges that need attention and resolution from the Government and ministries and branches. Specifically, the progress of some infrastructure projects is still slow; lack of construction materials and high prices affect the progress and investment efficiency of many projects; the implementation of the two-level government model still faces difficulties; the capacity of commune-level cadres and civil servants is uneven; some places are overloaded with work due to having to take on many new and complicated fields...
To remove bottlenecks and create momentum for development in the coming period, Dong Thap province proposed that the Government and central ministries support Dong Thap in prioritizing capital for key regional transport projects; projects to overcome riverbank erosion on the Tien River and Go Cong coast.
