The Ministry of Finance said that 33/34 localities have issued resolutions on decentralization of revenue sources and expenditure tasks between provincial and commune budgets. As of September 5, 55,293 commune-level units had opened accounts at the State Treasury, accounting for 99.01% of the total number of units.

The total number of commune-level units that have paid salaries for August 2025 is 54,077 units, accounting for 96.62% of the total number of units. 552 commune-level units have not opened accounts at the State Treasury, accounting for 0.99% of the total number of units. The number of commune-level units that have not paid salaries for August 2025 is 1,768 units, accounting for 3.38% of the total number of units.
The main reason is that the units have not yet sent documents to the State Treasury to request opening an account and have not yet sent documents requesting salary payment for August 2025.
Regarding the arrangement of working headquarters, localities have issued decisions approving plans to arrange and organize working headquarters for communes, wards, and special zones to ensure smooth operating conditions.
The general principle is to make the most of existing headquarters, prioritizing centralized arrangement or exchanging headquarters with local units. Assessing the implementation and operation of the two-level local government model, the Ministry of Finance said that the difficulties and problems in the past mainly arose from the implementation organization stage.
Besides, the capacity of commune-level officials in some places and localities does not meet the requirements of the job.
Facilities, headquarters, and information technology infrastructure at the commune level are still difficult, especially in remote areas, requiring time and funding to overcome and improve.
In some localities, communal civil servants are overloaded with work at certain times, especially for the department related to handling administrative procedures for people and businesses.
Many commune-level units do not have qualified staff to appoint accountants and chief accountants, leading to the inability to open accounts at the State Treasury to spend the state budget.
The Ministry of Finance continues to review, advise, and perfect the legal system on the organization and operation of two-level local governments, creating a favorable legal corridor for localities to implement; continue to guide localities in purchasing, collecting, spending finance, budget, etc. The Ministry of Finance will select a number of localities with large backlogs to directly go to the grassroots to remove difficulties.
