In the work of reforming the organizational apparatus, Thai Nguyen province has implemented the policy of innovation, streamlining, ensuring effectiveness and efficiency in accordance with the guidance and direction of the Central Government. After the arrangement, from July 2025, the province will have 14 departments, branches and sectors with 239 focal points under the departments and branches - a reduction of 14/28 departments and branches; a reduction of 156/398 focal points; a reduction of 5/12 public service units under the Provincial People's Committee. Regarding the reform of the civil service system, after the two-level local government came into operation, Thai Nguyen province has implemented many solutions to ensure that communes and wards operate smoothly and without interruption. The province has reviewed, compiled a list, and assigned civil servants and public employees to work at the grassroots level with a number of about 5%, including at least 1 civil servant or public employee in leadership and management (from deputy head of department and equivalent level and above). At the same time, the province has cross-mobilized civil servants between communes and wards to ensure balance in quantity, quality, professional and technical structure, and reasonable allocation between localities.
Up to now, the whole province has received, mobilized, and seconded 198 people to strengthen resources for the commune level. Of these, 60 people were mobilized and received from the province to the commune; 106 people were mobilized between communes and wards, transferred from places with surplus to places with shortage; 32 officials were seconded to take on civil servant positions.
Regarding public finance reform, the Provincial People's Committee has assigned the Department of Finance to handle assets and finances when reorganizing and dissolving public service units in accordance with regulations. The whole province has 1,102 public service units implementing the financial autonomy mechanism. At the same time, the province is reviewing constructions, houses and land that are public assets in the process of arranging and streamlining the apparatus and administrative units, ensuring effective exploitation and use, avoiding waste.
In the coming time, to effectively implement the Provincial State Administrative Reform Program for the 2021-2025 period, Thai Nguyen will continue to arrange and streamline the apparatus of agencies and units; reasonably arrange the staff, civil servants and public employees to ensure the smooth and effective operation of the 2-level local government model.
The province focuses on promoting decentralization and delegation of power in conjunction with the implementation of a two-level local government, creating a favorable legal corridor, promptly removing institutional "bottlenecks", contributing to promoting socio -economic development. At the same time, Thai Nguyen will implement solutions to improve and enhance administrative reform indexes, satisfaction indexes of people and organizations with the services of state administrative agencies, and governance and public administration efficiency indexes. The province also focuses on effectively implementing the "one-stop" and "one-stop" mechanisms; improving the quality of handling administrative records and procedures for people and businesses; increasing the rate of online records and online payments, towards a public, transparent, modern administration and better serving the needs of society...
