Perhaps the most concerned in the process of merging, perfecting, and streamlining the apparatus, especially merging this provincial administrative unit, is the staff of provincial agencies. According to statistics from the Department of Home Affairs, the provincial government has 941 civil servants and 594 public employees who will move to Phu Tho to work. Talking to us, comrade Nguyen Manh Cuong, Deputy Director of the Department of Home Affairs of Hoa Binh said: Implementing the general policy of the Party and the State on streamlining the organization and apparatus and putting into operation the 2-level local government model, the Department of Home Affairs has actively advised the province to promptly and properly implement the regulations on resolving regimes and policies for cadres, civil servants and public employees according to Decree No. 178/CP and Decree No. 67/CP of the Government (amending a number of articles of Decree No. 178/CP). For the remaining cadres, civil servants and public employees of Hoa Binh who went to work in the new Phu Tho province, they are assessed as having sufficient qualifications, capacity and good qualities. Departments, branches, sectors and agencies are interested in grasping and understanding the thoughts and aspirations of cadres, civil servants, public employees and workers when they go to work in the new Phu Tho province. At the same time, review the needs for housing, public transportation, school registration, etc. to coordinate with Vinh Phuc and Phu Tho provinces to develop an implementation plan, thereby doing a good job of preparing for July 1, 2025 when Phu Tho province (new) comes into operation. Up to this point, it can be said that officials, civil servants, public employees, and provincial workers of Hoa Binh are ready to take on their duties in Phu Tho province (new).
While the officials are concerned about changing jobs and workplaces, the people are waiting and hoping for changes in their hometown when they move to a new province. This is the cradle of the famous and brilliant Hoa Binh Culture, dating back to 10,000 years BC. Therefore, how to preserve and promote the cultural identity of the ethnic groups in Hoa Binh province when returning to the new province is an issue of special concern to the people in the province. July 1, 2025 will be a special and memorable day when the 139-year journey of construction and development of Hoa Binh province officially ends. The cadres and people of Muong province are proud to preserve the heroic and indomitable tradition and the achievements in socio-economic development, ensuring national defense and security that Hoa Binh province has achieved, as well as being ready to be joyful and excited about the new province.
The combination of the three provinces of Phu Tho, Vinh Phuc and Hoa Binh is a strategic step that has been carefully calculated and considered by the Central Government to form a new administrative-economic entity with a high degree of geographical integration, diverse resources, balanced development space and linkages, complementing each other in many aspects; thereby creating momentum to promote socio-economic development. Proudly closing the 139-year journey of formation and development, a new journey has officially opened, the people of the Muong ethnic groups believe in the effectiveness of the operation of the 2-level local government model and especially expect the change and development of their homeland when officially returning under the common roof of the ancestral land.
