Driving test fees increase from August 1

On June 7, the Minister of Finance issued Circular 37/2023/TT-BTC regulating the collection rates, collection, payment, management and use of driving test fees; fees for granting licenses and certificates to operate on various types of vehicles and fees for registration and issuance of license plates for specialized motorbikes.

Circular 37/2023/TT-BTC takes effect from August 1.

Accordingly, the fee schedule for driving test; fees for granting licenses and certificates to operate on all types of vehicles and fees for registration and issuance of specialized motorcycle license plates issued with Circular 37/2023/TT-BTC, and fees for driving test of all types of motor vehicles have increased compared to Circular 188/2016/TT-BTC as follows:

Registration fees, license plates for specialized motorbikes (construction vehicles), and fees for issuing licenses and certificates to operate on all types of vehicles remain the same as current fees.

The driving test fee prescribed in this Circular is applied uniformly throughout the country (regardless of whether it is managed by a central agency or a local agency). Those taking the test to obtain a road motor vehicle driving license must pay the driving test fee for that part (calculated by the test: first test, re-test).

Fee collection organizations must pay 100% of the collected fees to the state budget. The source of expenses for service provision and fee collection activities is arranged by the state budget in the fee collection organization's budget estimate according to the state budget expenditure regime and norms as prescribed by law.

In case the fee collection organization is allocated operating expenses from the fee collection source according to the provisions of Clause 1, Article 4 of Decree No. 120/2016/ND-CP of the Government , it is allowed to retain 75% of the collected fee amount to cover the costs of providing services and collecting fees according to regulations; and pay 25% of the collected fee amount to the State budget.

In cases where there are still difficulties in material conditions and testing centers with adequate material conditions have not been built but the Ministry of Transport has allowed driving tests at old testing centers and sites, the toll collection organization is allowed to retain 40% of the collected fees to cover the costs of providing services and collecting fees according to the provisions of Decree No. 120/2016/ND-CP; and pay 60% of the collected fees to the State budget.
