"Speed ​​up" the handling of corruption, waste and negativity cases

Strengthening the prevention and fight against corruption, waste and negativity with the spirit of "no forbidden zones, no exceptions", "speeding up" inspection, examination, investigation, prosecution and trial of cases and incidents under the supervision of the Central Steering Committee on Prevention and Fight against Corruption, Waste and Negativity. This is one of the nine major orientations emphasized by General Secretary To Lam at the closing ceremony of the 13th Conference of the 13th Party Central Committee.

Corruption is the act of a person with a position or power who abuses that position or power for personal gain. Waste is the ineffective use of natural resources, capital, assets, state budget, and human resources in the state apparatus. Negativity is understood as unhealthy behavior, contrary to ethical standards and legal regulations... While corruption is easy to "measure" the damage that occurs, waste, or negativity, is much more difficult to quantify the damage.

Although there are different manifestations, corruption, waste and negative behavior are all manifestations of power degeneration, demonstrating lax management. The consequences of this situation lead to loss of state assets, affect transparency in management, and more dangerously, undermine people's trust in the leadership of the Party and the administration of the State. A country where corruption, waste and negative behavior are not controlled will be a major barrier to economic and social development. If this situation is not effectively prevented and handled, it will be a "minus point" for investors.

Clearly identifying the dangers of corruption, waste, and negativity to the economy, in recent times, with the spirit of handling "no forbidden areas, no exceptions", the authorities have continued to strengthen close coordination, investigate, and thoroughly handle many corruption and negativity cases, including many large, complicated corruption cases that have attracted public attention. Resolutely and strictly handling violations, both in the state and non-state sectors, including backlog, long-standing cases or newly arising cases, related to many ministries, branches, localities... have been highly appreciated by voters and people.

Identified as one of the effective measures to prevent corruption, in addition to the results achieved, the Preliminary Review Report of the Government Report on Anti-Corruption Work in 2025 by the Committee on Law and Justice shows that the inspection and examination of the implementation of anti-corruption measures in some localities has not received due attention, the number of inspections and examinations conducted is still low, and violations detected are not many. There are still many units and localities that are slow to implement inspection conclusions but have not yet taken measures to thoroughly handle them.
It is worth mentioning that the work of self-inspection to detect corruption within the organization has not seen many changes, very few corruption cases have been detected through self-inspection. The quality and progress of handling some corruption cases have not met requirements due to waiting for appraisal results; many assets must be recovered but the legal status has not been clarified when the seizure is carried out, causing difficulties in the execution phase.

To "speed up" inspection, examination, investigation, prosecution, and trial of cases and incidents related to corruption prevention and combat, waste, and negativity, it is necessary to soon complete the legal framework on this issue. Accordingly, it is necessary to soon amend the Law on Practicing Thrift and Combating Wastefulness; the Law on Amending and Supplementing a Number of Articles of the Law on Anti-Corruption. At the same time, there should be solutions to remove obstacles and inadequacies in regulations on appraisal and valuation of assets to facilitate the agencies conducting proceedings in the process of resolving cases, avoiding the situation of case resolution being blocked due to lack of regulations.

Along with that, the competent authorities within their authority must be proactive, strengthen inspection, examination, promptly detect, prevent and handle violations. In particular, focus on areas with potential risks of corruption, waste and negativity such as: management and use of land, resources, minerals; construction, bidding, management, use of public finance, public assets; fields of labor, health , food safety... Continue to pay attention to preventing "petty corruption" and negativity that causes trouble for people and businesses.

Preventing and combating corruption, waste and negativity is a fight for the purity of the Party and for the strong development of the country. The Party's orientation is in place, the important thing is that agencies and individuals within the assigned scope, tasks and powers must immediately start implementing it. With the spirit of getting to work immediately to "speed up" inspection, examination, investigation, prosecution and trial of cases and incidents under the monitoring of the Central Steering Committee, we believe that in the coming time, the fight against corruption, waste and negativity will continue to be strongly implemented and have many more positive changes.
