Professional training for local authorities at two levels in the field of Standards, Metrology and Quality in 2025

From September 9 to 11, the Department of Science and Technology (DOST) coordinated with the Center for Training in Standards, Metrology and Quality, the National Committee for Standards, Metrology and Quality, to organize a training course on professional skills for cadres, civil servants and public employees at the provincial and communal levels to perform newly decentralized tasks in the field of Standards, Metrology and Quality (TCĐLCL) in 2025. More than 40 trainees from cadres, civil servants and public employees of communes and wards in the province participated in the training. Attending and opening the training session was Mr. Dong Huy Anh - Deputy Director of the Department of Science and Technology.

Overview of the training class

In the training class, the trainees listened to comrade Trinh Xuan Tung, Lecturer of the Training Center - National Committee for Standards, Metrology and Quality, present and guide the training class on granting State Inspection Certificates on measurement for commune-level officials according to the 2-level Local Government model, including: 4 main topics: Overview of state inspection on measurement; Inspection of measuring instruments; Inspection of measurements; Inspection of measurements for pre-packaged goods and a training class on basic knowledge of the Law on Measurement, the Law on Product and Goods Quality, the Law on Standards and Technical Regulations and legal regulations related to the field of Standards, Metrology and Quality presented by a specialist of the Department of Standards, Metrology and Quality Management under the Department of Science and Technology, including: Introducing some legal documents related to state management activities on quality standards; Introducing some legal documents related to state management activities on measurement; Practical guidance on state inspection work on measurement (inspection of measurements, measuring instruments); Introducing the product and goods origin tracing information management system of Cao Bang province https://truyxuatnguongoc.caobang.gov.vn .

After 3 days of training, the trainees took a test on basic knowledge of state inspection of measurement. The trainees were granted certificates to perform newly assigned and decentralized tasks in the field of measurement and control.

 

Through the training course, trainees will gain basic knowledge on performing newly decentralized and delegated tasks in the field of TCĐLCL on the inspection of measuring instruments, measurements and compliance with legal regulations, conformity with technical requirements of measurement; the implementation of obligations of inspection and calibration organizations; Checking technical conformity and measurement requirements for pre-packaged goods , ... and Introducing the Quality Management System according to TCVN ISO 9001:2015 and guiding the People's Committees of communes and wards on how to build, apply and some legal documents Decrees, Circulars related to state management activities on measurement so that they can be applied to the daily work of specialists when conducting state inspections on measurement in the management area. From there, promoting creativity and coordination between sectors to do a good job of state inspections on measurement in the province./.
