At the meeting, the Department of Science and Technology reported on the results of digital transformation in Cao Bang province from 2021 to August 2025. The results show that digital transformation in the province has always received strong attention and direction from Party committees and authorities at all levels, and has been deployed synchronously throughout the province, achieving many results and making important strides in all three areas of digital government, digital economy and digital society. Highlights:

The specialized data transmission network infrastructure has connected 100% of departments, branches, Party agencies and local authorities; the administrative procedure settlement system currently provides more than 1,600 online public services, with the digitization rate of records and settlement results reaching over 82%, the rate of electronic results being issued over 84%. The whole province has issued nearly 15,500 specialized digital signatures for public services to organizations and individuals, contributing to promoting management and operation in the digital environment. The province's online video conferencing system has been completed, connecting three levels from the Central to 100% of provincial agencies and units and 56 commune-level localities, ensuring readiness for 2-level local authorities.

The provincial leaders have always paid close attention to and directed the coverage of mobile broadband in the province. The whole province has 1,217 BTS stations, telecommunications networks, fiber optic broadband networks developed to 100% of communes and border areas; 100% of commune-level People's Committees are connected to fixed fiber optic broadband Internet and 3G, 4G mobile broadband. Result: in 2022, the whole province had 360 hamlets and villages with low signal and no signal, by August 2025, it had reduced to 138 hamlets and villages (of which 29 hamlets and villages have no electricity grid).

The provincial administrative procedure settlement information system is providing 1,672 full-process online public services and partial online public services. The province has completed the connection and data sharing between the administrative procedure settlement information system and the Ministry of Public Security 's Electronic Identification and Authentication System. Thereby, ensuring that people and organizations only use the electronic identification account on VNeID to perform online public services on the provincial administrative procedure settlement information system.

The Digital Citizen Platform was deployed and put into use in 2024. To date , there have been 21,083 downloads and uses, making an important contribution to providing official information, connecting the government with citizens, businesses, etc.

Implementing the Project "Raising awareness, popularizing skills and developing human resources for national digital transformation by 2025, with a vision to 2030" in the province, from 2020 - 2024, the Department has advised and organized 228 classes with over 8,000 students participating.

The number of businesses in the province registering and using electronic invoices reached 99.26%. The rate of people aged 15 and over having bank transaction accounts reached: 80%; The total number of smartphone subscribers over the total number of mobile subscribers in the province reached 85.93%; The number of people using mobile money services reached 45,425 accounts; The number of households with fiber optic broadband Internet connection reached 60.06%. Up to now, 17/17 public health units have implemented cashless payment of medical service fees, reaching 100%.

However, the process of digital transformation implementation in the province still faces many difficulties: 138 villages have low and flat waves; the rate of households with broadband Internet is still low; digital infrastructure in remote areas has not met the requirements. Online records still have to be entered mainly by "one-stop" officials; the number of IT staff at the commune level is still lacking; digital technology enterprises have not been attracted to invest in digital transformation development.

The Department of Science and Technology recommends that the Ministry of Science and Technology promptly support funding for equipment for facilities, eliminate telecommunication signal depressions and uniformly deploy digital platforms nationwide. The Provincial People's Council and People's Committee continue to strengthen direction and supervision, promptly arrange funding and human resources, and consider supplementing the staffing for the science and technology sector, in order to meet the requirements of advising and effectively implementing resolutions of the Central and the Government.

At the working session, the Supervisory Delegation acknowledged and highly appreciated the digital transformation results achieved and shared the difficulties and problems of the industry. At the same time, it requested the Department of Science and Technology to clarify more contents on network information security; solutions in consulting on human resources and material resources in digital transformation; propaganda work, implementation, tasks; solutions to improve the quality and efficiency of funding sources for digital transformation; strengthen inspection and supervision of digital transformation work in the province...

Concluding the working session, the Head of the monitoring delegation of the Culture and Social Affairs Committee, the Provincial People's Council requested the Department of Science and Technology to continue to synchronously deploy tasks to promote digital transformation, ensuring connectivity, speed and efficiency, in accordance with the requirements of organizing two-level government. It is necessary to promote the digital learning movement, improve scientific and technological knowledge for officials and civil servants; improve the quality of online public services, administrative reform associated with digitizing the results of procedure settlement. At the same time, coordinate with telecommunications enterprises to eliminate signal gaps; develop and effectively exploit digital platforms and applications in all fields, bringing socio-economic direction and management activities to the digital environment. In addition, it is necessary to have a mechanism to attract high-tech human resources, enhance digital skills training for the Community Digital Transformation Team, so that every citizen can access and proficiently use digital platforms, contributing to promoting socio-economic development of the province./.
