According to the Department of Home Affairs, this guidance aims to ensure the management and implementation of national target programs in the province in accordance with regulations, effectively and in accordance with the two-level local government organization model while waiting for specific guidance documents from the Central Government.

Based on the actual situation in the locality, if necessary, the People's Committee at the commune level decides to establish a Commune Steering Committee to direct the implementation of the National Target Programs for the period 2021 - 2025. The structure and composition of the Commune Steering Committee are similar to the Provincial Steering Committee.

The establishment of the National Target Program Management Board at the commune or ward level is chaired by the Commune Economic Department/Ward Economic, Infrastructure and Urban Department, in coordination with relevant agencies to draft the decision, prepare a report to submit to the Commune People's Committee for consideration and decision. The Management Board has 11-13 members, including: Chairman of the Commune People's Committee as Head of the Board, Vice Chairman of the People's Committee in charge of the economic sector as Deputy Head of the Board, and members representing relevant organizations and units.

The Village Development Board and Residential Group are elected by the people in accordance with the regulations, village covenants and agreed conventions. The election of members of the Village Development Board must be recorded in minutes and sent to the People's Committee at the commune level for consideration and decision. The composition of the Board is from 5 to 7 members, including: the Village Chief or the Residential Group Chief as the Head of the Board; the remaining members include: the Secretary of the Residential Area Party Cell, the Head of the Front Work Committee, representatives of socio-political organizations in the village and at least 1 member who is a prestigious person with experience in organizing the implementation of small-scale, simple technical bidding packages.
According to records in some localities, in the process of implementing national target programs under the two-level local government model, there are still some difficulties and problems in the assignment and coordination between units, especially in the stages of project monitoring, evaluation, acceptance and disbursement.
