
Specifically, closely following Resolution No. 18-NQ/TW, the Supreme People's Procuracy Inspectorate proactively reviewed its functions, tasks and organizational structure to adjust them to suit practical requirements. From 6 functional departments, the unit has been streamlined to 3 departments, ensuring comprehensive coverage of inspection, examination, complaint and denunciation settlement, while promoting the capacity and responsibility of civil servants. Based on the results of the first phase, the unit continues to implement Plan No. 193/KH-VKSTC to streamline the organization within its affiliated units, stop arranging departments, and switch to unified, direct and flexible management.
"The above policy is specified in Decision No. 19/QD-VKSTC dated October 2, 2025 on not arranging the division level under the Departments and Inspectorates. The arrangement aims to modernize the organization, streamline the focal points, reduce the intermediate levels, increase the initiative, flexibility and unity in directing and operating the inspection and examination work of the whole Industry. This is not a mechanical streamlining, but a determination to improve the quality of management and practical efficiency of the Inspectorate of the Supreme People's Procuracy", said Dr. Mai Thi Nam, Chief Inspector of the Supreme People's Procuracy .

In parallel with the organization arrangement, the Supreme People's Procuracy Inspectorate has innovated the management, operation and evaluation methods through the KPI index system. The indexes are designed according to key content groups: progress and quality of issuing conclusions; rate of implementing recommendations after inspection; rate of timely settlement of complaints and denunciations; effectiveness of inspection, monitoring and urging the implementation of conclusions and recommendations; quality of synthesis, guidance, consultation and reporting for the whole industry. The application of KPIs helps standardize the working process, quantify results, and is at the same time an objective and transparent monitoring and evaluation tool, strengthening personal responsibility and public discipline. Data is updated regularly, ensuring close monitoring of the progress and quality of task implementation.

"The implementation results show that eliminating the department level helps shorten the processing process, increase consistency in management, and promote the role of centralized coordination. KPI-based management contributes to adjusting working methods, encouraging initiative, responsibility, and focusing on specific products. Many professional indicators have achieved good levels, reflecting improvements in quality, discipline, and public service efficiency. These results affirm the effectiveness of streamlining the organization combined with innovation in management methods, clearly demonstrating the sense of responsibility, courage, and determination to innovate of the collective leadership and civil servants of the Supreme People's Procuracy Inspectorate," said Dr. Mai Thi Nam, Chief Inspector of the Supreme People's Procuracy.

With the achieved results, the Supreme People's Procuracy Inspectorate was awarded a Certificate of Merit for its achievements in implementing Resolution No. 18-NQ/TW dated October 25, 2017 on streamlining the apparatus and operating effectively and efficiently.
