Deputy Minister of Agriculture and Environment Nguyen Hoang Hiep said the Bac Khe 1 hydropower dam is still safe, but needs further monitoring.

On the evening of October 7, Deputy Minister of Agriculture and Environment Nguyen Hoang Hiep directly went to the scene to inspect the collapse of the Bac Khe 1 hydroelectric dam (Tan Tien commune, Lang Son).

Deputy Minister Hiep said that people were evacuated in time early in the morning, before the incident occurred, ensuring absolute safety. Currently, the water in the lake mainly overflows over the dam, the amount of water released at the dam break is not large.

However, he noted that authorities, localities and investors must continue to monitor and have appropriate response plans.

"When the weather is favorable, the rain stops and traffic is cleared, technical forces will approach the incident location to study and find solutions to handle and fix the problem, limiting water flow downstream," said the Deputy Minister.

Leaders of the Ministry of Agriculture and Environment said that the reservoir capacity is not small, so it is necessary to calculate flood prevention plans and operate safely during the rainy and stormy season.

"For hydroelectric reservoirs, even though they have small capacity but large volume, if not well controlled, the risk of flooding downstream still exists," Deputy Minister Nguyen Hoang Hiep emphasized.

The Deputy Minister of Agriculture and Environment requested the Department of Industry and Trade, the Department of Agriculture and Environment and localities in Lang Son province to review all lakes and small hydroelectric dams and update maps, design documents, and technical diagrams of each project for timely handling, without necessarily having to directly approach them.

"If we have documents and diagrams in hand, we can direct and manage accurately when an incident occurs. This is not only a requirement for Lang Son but also a common lesson for the whole country in preventing natural disasters and ensuring dam safety," he said.

As reported by Tuoi Tre Online , the Civil Defense Command of Tan Tien commune (Lang Son province) has issued a quick report on the collapse of the Bac Khe 1 hydroelectric dam due to the impact of storm No. 11 (storm Matmo).

Accordingly, at about 1:30 p.m. on October 7, the Bac Khe 1 hydroelectric dam broke. The broken section was about 4-5 meters long and 3-4 meters deep.

The initial cause was due to prolonged heavy rain, the water level reached its peak, causing a concrete slab at the factory's water barrier to break, affecting the central control room and equipment inside.

Initial estimated damage is about 50 billion VND, fortunately there were no human casualties.
