Working with the Deputy Prime Minister were leaders of Lang Son province: Hoang Van Nghiem, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation; Doan Thi Hau, Standing Deputy Secretary of the Provincial Party Committee, Chairwoman of the Provincial People's Council; Nguyen Canh Toan, Deputy Secretary of the Provincial Party Committee, and leaders of the Provincial People's Committee and leaders of a number of provincial departments and branches.
According to the Quick Report of the Civil Defense Command of Lang Son province, due to the impact of storm No. 11 (storm MATMO), the province experienced heavy rain, many locations were flooded and isolated. Thanks to the proactive intervention, the whole province had no human casualties (2 people were injured).
Regarding the dam incident, there was a dam break at Bac Khe Hydroelectric Dam in Tan Tien Commune (Kim Dong Commune, old Trang Dinh District).
Heavy rains and floods caused widespread flooding in Yen Binh, Van Nham, Huu Lung, Tuan Son, That Khe, Trang Dinh; many communes lost electricity and telecommunications networks...
Regarding housing, preliminary information shows that over 3,000 households were affected (4 houses collapsed, 63 houses had landslides; nearly 3,000 households were flooded from 30cm to 2m and isolated). The number of isolated households is about 1,000.

Regarding traffic, 153 traffic points were eroded and flooded; many bridges, tunnels and roads were partially flooded, landslides of over 20,000 cubic meters of soil and rock...
Regarding agriculture, forestry, and fisheries: preliminary estimates show that over 1,000 hectares of crops were flooded, 80 hectares of fruit trees were broken... in addition, there were many other damages to education, health care, infrastructure... (continuing to be compiled).
Regarding response work, currently, the Department of Search and Rescue, the General Staff, the General Staff of Military Region 1, and the Civil Defense Command at all levels are continuing to mobilize local forces to support people in overcoming the situation, prioritizing the evacuation of flooded households in That Khe, Trang Dinh, Van Nham, Yen Binh, Thien Tan, Nhat Hoa, Huu Lien, and Van Lang communes (especially That Khe, Van Nham, and Yen Binh communes).

The province has also established forward command posts in 02 areas (That Khe and Huu Lung) to command response forces. The Department of Search and Rescue is requested to support vehicles, materials, and necessities for people in the evacuated areas.
The total number of people evacuated is about 15,000. Currently, there are still about 1,200 households with about 5,000 people that cannot be reached due to traffic disruption and loss of communication signals.
Lang Son province has also mobilized forces to assist people in evacuating That Khe and Trang Dinh communes and handling the dam break incident. Temporary traffic safety measures have been implemented; warning signs have been placed on landslide-affected roads, flooded underground areas, fast-flowing water areas, and dangerous areas.

At the meeting, leaders of Lang Son province and representatives of the police and military forces reported on the work of preventing, responding to and overcoming the consequences of storm No. 11, especially the circulation of storm No. 11 causing heavy rain, flooding and isolation in many localities in the province. At the same time, they proposed a number of solutions to speed up the progress of overcoming floods and rains in order to minimize human and property damage to the people and the State.
Speaking at the meeting, Deputy Prime Minister Ho Duc Phoc commended and highly appreciated the efforts and proactiveness of Lang Son province in implementing measures to respond to and overcome the consequences of storm No. 11 and floods, ensuring the safety of people's lives and preventing human losses.

Currently, there are still some flooded and isolated areas in the province. The Deputy Prime Minister requested Lang Son province to continue to urgently approach isolated areas; evacuate people to safe places; deploy measures to ensure the safety of people in flooded areas; ensure food and supplies so that people do not go hungry, thirsty, or have no place to live; ensure security and order, prevent criminals, and protect property for people in flooded areas.

Lang Son province is requested to quickly take action to fix problems at educational and medical facilities so that children can soon go to school and ensure the people's needs for medical examination, treatment, and health care.
Mobilize all resources, quickly fix road and housing problems, and soon stabilize production, business and people's lives.

The Deputy Prime Minister requested the province to promptly report on the damage situation in the locality; clearly state the solutions and make specific proposals on finance, materials, equipment, livestock breeds, crops, etc. to the Government for consideration and settlement according to regulations as soon as possible.
The Deputy Prime Minister said that today, the Government will decide to temporarily provide funding to help the province urgently overcome the consequences of floods in urgent locations.
During the inspection program, the working delegation of Deputy Prime Minister Ho Duc Phoc visited, encouraged and gave gifts to people affected by floods in Huu Lung commune./.
