Prime Minister Pham Minh Chinh has just signed Official Dispatch No. 202/CD-TTg dated October 22, 2025 requesting ministries, branches and localities to focus on preventing, avoiding and responding to floods, inundations, flash floods, landslides in the Central Central region.
Telegrams sent to the Secretary of the Provincial and Municipal Party Committees; Chairmen of the People's Committees of the provinces and cities: Ha Tinh, Quang Tri, Hue, Da Nang, Quang Ngai; Ministers of the Ministries of National Defense, Public Security, Agriculture and Environment, Construction, Industry and Trade, Education and Training, Health, Science and Technology, Culture, Sports and Tourism; Chief of Office of the National Civil Defense Steering Committee.
Storm No. 12 continues to move towards the coast and mainland of our country. According to the forecast of the National Center for Hydro-Meteorological Forecasting: Tonight and tomorrow the storm will directly affect the coast and mainland of the provinces from Quang Tri to Quang Ngai ; due to the influence of storm circulation and cold air, combined with some other weather patterns, from tonight (October 22) to October 27, the Central Central region is likely to experience widespread heavy rain, lasting for many days, locally with very heavy rain over 800mm. Heavy rain, tides, high water levels, high risk of serious flooding in urban areas and low-lying areas, flash floods, landslides in mountainous areas; major floods on rivers from Quang Tri to Quang Ngai.
Proactively prevent urban and downstream flooding
Following the Official Dispatch No. 200/CD-TTg dated October 20, 2025, in order to proactively prevent, avoid, and respond to floods, flash floods, landslides, and ensure the safety of people's lives and property, the Prime Minister requests the Ministers of the Ministries of National Defense, Public Security, Agriculture and Environment, Construction, Industry and Trade and relevant ministries and branches; Secretaries and Chairmen of the People's Committees of the provinces and cities of Ha Tinh, Quang Tri, Hue, Da Nang, and Quang Ngai to postpone non-urgent and unnecessary meetings to focus on leading and directing the drastic implementation of the work of preventing, avoiding, and responding to storm No. 12 and the risk of heavy rain, floods, flash floods, landslides according to the direction of the Prime Minister in Official Dispatch No. 200/CD-TTg dated October 20, 2025 and the direction of Deputy Prime Minister Tran Hong Ha at the meeting on October 22, 2025.
The Secretaries and Chairmen of the People's Committees of the provinces and cities of Ha Tinh, Quang Tri, Hue, Da Nang, and Quang Ngai directed: Continue to implement the work of ensuring safety for ships and vehicles operating at sea, avoiding damage to people and property due to negligence and subjectivity in the direction of the government and the response of the people; Continue to review and identify areas at risk of deep flooding, flash floods, landslides to proactively evacuate, ensure the safety of people's lives, and at the same time guide and support people to move or implement measures to protect property and limit damage.

Propaganda, mobilization, and guidance for households in areas at risk of flooding, isolation, and separation to proactively stock up on food, provisions, and necessities to prevent situations of heavy rain and landslides that cause isolation and separation for many days; at the same time, it is necessary to proactively have plans to support food, provisions, and necessities for poor and disadvantaged households, vulnerable groups, and people at evacuation sites; arrange forces to control and maintain order and protect property so that people can evacuate with peace of mind.
Actively operate buffer water drainage, clear drainage systems, prevent urban flooding; operate and regulate hydroelectric and irrigation reservoirs to be ready to reserve capacity for flood prevention, control, flood reduction, and limit flooding downstream. Immediately deploy forces, vehicles, materials, food, and necessities in key areas, especially those at risk of being cut off and isolated during heavy rains and landslides, promptly respond to and handle incidents according to the "four on-the-spot" motto.
Based on the specific situation, localities proactively decide to let students stay home from school during heavy rain and floods to ensure safety; arrange forces to control, support, and guide traffic in deeply flooded areas, and resolutely not let people pass through if safety is not ensured.
Ensure safety of hydroelectric dams, be ready to evacuate residents
The Prime Minister assigned the Minister of Agriculture and Environment to direct close monitoring, forecasting, and providing the earliest, most complete, and most accurate information on the developments and impacts of storms, floods, and the risk of flash floods and landslides so that competent authorities and people know and proactively deploy appropriate, timely, and effective response work; direct and urge prevention, control, and response work in accordance with the situation's developments; promptly report and propose to the National Civil Defense Steering Committee and the Prime Minister to direct issues beyond their authority.
The Minister of Construction directs the regulation of vehicle operations through areas affected by floods and storms, ensuring safety of road, waterway, rail and air traffic; and ensuring safety for people and vehicles at construction sites of expressways.
The Minister of Industry and Trade directed to ensure the safety of hydroelectric dams, power systems and industrial production, and limit damage caused by storms and floods.
Ministers of the Ministries of National Defense and Public Security directed the deployment of forces and vehicles in vulnerable areas, ready to support localities in evacuating residents, responding to floods and performing rescue operations when requested.

The Office of the National Civil Defense Steering Committee closely monitors developments, proactively coordinates and mobilizes forces and means to support localities in responding to floods and storms according to assigned functions and tasks.
The Prime Minister assigned Deputy Prime Minister Tran Hong Ha to continue directing ministries, branches and localities to prevent and respond to floods, flash floods and landslides.
The Government Office monitors and urges ministries and localities to seriously implement this Official Dispatch; promptly reports to the Prime Minister and Deputy Prime Minister in charge on urgent and arising issues./.
