The dispatch stated that, according to the report of the National Center for Hydro-Meteorological Forecasting, on October 7, 2025, the circulation of storm No. 11 caused heavy to very heavy rain in the Northern region and Thanh Hoa, especially in Thai Nguyen, Bac Ninh, Lang Son and Hanoi, with total rainfall in many places being about 300-400mm, with some places being over 560mm; on the Cau River, there was an exceptionally large flood, with the water level in Thai Nguyen at 5:00 p.m. on October 7, 2025 exceeding alert level 3 by about 2.37m, about 0.56m higher than the historical flood in 2024 and continuing to rise; flooding occurred in Bac Ninh, Lang Son, Cao Bang, especially in Thai Nguyen; floods on the Thai Binh River system are rising, posing a risk to the safety of the dike system.
To ensure the safety of people's lives and limit property damage, the Prime Minister requests:
The Chairmen of the People's Committees of the provinces: Thai Nguyen, Lang Son, Bac Ninh, Cao Bang and other localities in the Thai Binh River basin, especially Cau River and Thuong River, proactively work with the Ministry of National Defense and the Ministry of Public Security to immediately deploy urgent measures to prevent and control floods according to the warning level, focusing on reviewing deeply flooded areas, areas at risk of landslides, flash floods, and flash floods to proactively evacuate residents (especially the elderly, children, and vulnerable groups) from dangerous areas, ensuring the safety of people's lives first and foremost; deploying dike protection work, ensuring the safety of dikes, dams, and reservoirs, mobilizing the maximum possible force, means, and materials to promptly handle incidents from the first hour; using all measures to approach deeply flooded and isolated areas to promptly provide food relief to households at risk of hunger, absolutely not letting people go hungry or thirsty.
The Minister of Agriculture and Environment organizes monitoring, forecasting, and promptly providing information on flood and rain situations to competent authorities, localities, and people so that they can proactively direct and deploy responses according to regulations; direct the work of preventing and combating floods, flash floods, landslides according to their functions, tasks, and authority; direct the implementation of dike protection work, ensuring dike safety, operating inter-reservoirs, ensuring the safety of irrigation dams, etc.
The Minister of Industry and Trade proactively directs the work of ensuring the safety of hydroelectric reservoirs, ensuring safe electricity supply in flooded areas; closely coordinates with the Ministry of Agriculture and Environment and relevant localities in the inter-reservoir operation to ensure absolute safety of hydroelectric reservoirs, contributing to reducing floods downstream.
Ministers of the Ministries of National Defense and Public Security direct military and police forces stationed in the area to prepare necessary forces, vehicles, materials, equipment, food, and provisions, coordinate with competent agencies and local forces to deploy support for people in flood prevention and control, search and rescue, and overcome the consequences of natural disasters as quickly as possible according to local requests.
Ministers and Chairmen of People's Committees of provinces and cities in the Northern region, according to their functions and authority, continue to closely monitor and regularly update the situation, focus on directing the timely, effective and synchronous implementation of measures to prevent and combat floods, flash floods, landslides according to the direction of the Politburo and Official Dispatches No. 186/CD-TTg dated October 4, 2025, 188/CD-TTg dated October 6, 2025 of the Prime Minister; promptly report to competent authorities for direction and handling of issues beyond their authority.
Relevant ministries, branches and localities shall report daily results to the Minister and Head of the Government Office before 3:00 p.m. every day for synthesis and reporting to competent authorities. Deputy Prime Minister Tran Hong Ha shall continue to direct relevant ministries, branches and localities to closely monitor the situation and promptly implement measures to prevent, combat and overcome the consequences of floods and storms.
