The two countries' leaders agreed to continue promoting cooperation in the fields of science and technology, information and communication, culture, sports, tourism, and labor.
Within the framework of the State visit to Vietnam of Russian President Vladimir Putin at the invitation of General Secretary of the Communist Party of Vietnam Nguyen Phu Trong, on the afternoon of June 20, at the Government headquarters, Prime Minister Pham Minh Chinh met with Russian President Vladimir Putin.
Prime Minister Pham Minh Chinh was pleased to welcome President Vladimir Putin to Vietnam on the occasion of the 30th anniversary of the Treaty on the Fundamental Principles of Vietnam-Russia Friendship Relations; congratulated Russia on its great achievements under the leadership of President Vladimir Putin, and expressed his belief that President Vladimir Putin will continue to pay attention to and support Vietnam and the development of the comprehensive strategic partnership between the two countries.
The Prime Minister affirmed that Vietnam is always grateful for the valuable support and assistance that the people of the former Soviet Union and the people of Russia today have given Vietnam throughout history, especially in the struggle for independence, freedom and national reunification, and in the current cause of national protection, construction, innovation and socio-economic development.
Prime Minister Pham Minh Chinh expressed his hope that the two sides will closely coordinate, create new momentum for traditional friendship and multifaceted cooperation, promptly resolve difficulties and obstacles to promote bilateral cooperation in all fields, especially economic-trade cooperation, investment and international integration to become increasingly in-depth and effective, contributing to deepening the framework of the two countries' Comprehensive Strategic Partnership.
President Vladimir Putin thanked the warm and respectful welcome, as well as the good feelings that the Vietnamese leaders and people had for him and the high-ranking Russian delegation, affirming that Vietnam is a reliable and long-standing partner, the relationship between the two countries has overcome long and challenging journeys, achieved many positive results in politics and diplomacy through the exchange of high-level delegations, the trustful political relationship between the two countries has been increasingly consolidated, serving as a foundation to promote other areas of cooperation, including economy; trade has grown positively, many successful investment projects in the two countries; cultural, educational, scientific-technological cooperation and people-to-people exchange have been promoted by both sides.
Expressing his deep impression of Vietnam's achievements in socio-economic development, foreign affairs and international integration, President Vladimir Putin affirmed that this visit is an important occasion for the two sides to discuss and agree on measures to promote cooperation in various fields, especially in economics, trade, science and technology, energy, people-to-people and cultural exchanges, and to strengthen the comprehensive strategic partnership between the two countries.
In order to promote economic cooperation as an important pillar of the Comprehensive Strategic Partnership, the two sides agreed to improve the operational efficiency of bilateral cooperation mechanisms, especially the Intergovernmental Committee on Economic-Trade and Scientific-Technological Cooperation; promptly agree on and implement the Master Plan for the Development of Vietnam-Russia Cooperation to 2030, the List of Priority Tasks of Vietnam-Russia for the 2024-2025 period; and strengthen financial-credit cooperation in accordance with international law and the legal regulations of the two countries to facilitate trade and investment between the two countries.
Prime Minister Pham Minh Chinh stressed that the two sides need to make the most of the advantages of the Vietnam-Eurasian Economic Union Free Trade Agreement, and asked Russia to continue removing trade barriers to further facilitate trade between the two countries, especially the export of consumer goods and agricultural and aquatic products, Vietnam's strengths, to the Russian market, increase the quota for Vietnam's rice exports, and support and create conditions for Russia's agricultural exports to access the Vietnamese market.
Regarding investment, the two sides support the early implementation of a number of large-scale, lighthouse-like projects of Russia on infrastructure, railways, urban railways, subways, and renewable energy in Vietnam, creating favorable conditions for businesses of the two countries to expand, promote investment and do business effectively in each other's territories.
Emphasizing that oil and gas-energy cooperation is an important pillar of Vietnam-Russia economic cooperation, the Prime Minister suggested that the two sides closely coordinate and promptly find solutions to quickly remove difficulties to improve the efficiency of oil and gas exploration and exploitation cooperation projects, affirming that Vietnam is ready to create favorable conditions for the operations of the Vietsovpetro Joint Venture as well as Russian oil and gas enterprises such as Zarubezhneft and Gazprom to expand their operations in Vietnam.
The two sides support expanding cooperation into the field of new, clean and renewable energy, such as LNG and offshore wind power, to contribute to sustainable development goals.

Prime Minister Pham Minh Chinh suggested that the two sides soon negotiate and implement the Agreement on Transport, Maritime Trade to promote connectivity, increase trade and investment; strengthen aviation connectivity; Agreement on travel conditions for citizens of the two countries, Agreement on attracting and recruiting skilled workers from Vietnam to Russia, creating conditions to promote people-to-people exchange and tourism cooperation.
The two leaders supported the enhancement of teaching and promotion of Vietnamese and Russian languages in each country through promoting the role of cultural centers.
The Prime Minister proposed that Russia support the training of Vietnamese athletes in Russia's strong sports such as gymnastics and chess; the two sides will soon start negotiations and sign a new agreement on labor and vocational training, which are traditional areas of cooperation between the two countries.
The leaders of the two countries acknowledged the positive contributions of citizens of the two countries living, working and studying in each other's territories to consolidating and enhancing the traditional friendship and promoting cooperation between Vietnam and Russia.
Prime Minister Pham Minh Chinh asked Russian leaders and authorities at all levels to continue creating favorable conditions for the Vietnamese community to live and work stably and legally in Russia and integrate into the local community.
The two leaders spent time discussing regional and international issues of mutual concern, agreeing to continue close coordination at multilateral forums, including the United Nations, ASEAN, APEC, etc. President Vladimir Putin acknowledged Vietnam's objective and balanced stance on the Ukraine issue.
Prime Minister Pham Minh Chinh affirmed that Vietnam supports the settlement of disputes and disagreements by peaceful means in accordance with international law and the United Nations Charter, taking into account the legitimate interests of relevant parties, for peace, stability and development in the region and the world; and is ready to join international efforts with the participation of relevant parties to seek a peaceful and sustainable solution to the Ukraine issue.
Regarding the East Sea, the two sides support the settlement of disputes by peaceful means on the basis of international law and the 1982 United Nations Convention on the Law of the Sea (UNCLOS); ensuring security, safety, freedom of navigation and aviation; supporting the full implementation of the DOC, and soon achieving a substantive and effective COC.
The meeting took place in an atmosphere of friendship, trust and mutual understanding. Prime Minister Pham Minh Chinh expressed his belief that President Vladimir Putin's State visit to Vietnam will be an important milestone in deepening the long-standing traditional friendship and comprehensive strategic partnership between Vietnam and Russia.
