
The draft Framework for Vietnam's University Education Development Strategy for the 2026-2035 period, with a vision to 2045, sets the goal that by 2045, Vietnam will be in the group of countries with an advanced university education system.

Arranging and perfecting the university education system is one of the contents of the draft Framework for the development strategy of Vietnam's university education for the period 2026-2035, with a vision to 2045, for which the Ministry of Education and Training is seeking comments.
This draft was discussed by the Ministry of Education and Training to gather opinions from university training facilities in Ho Chi Minh City last week.
Developing mass university education, increasing accessibility for disadvantaged groups
This draft sets out the orientation for arranging and perfecting the university education system, harmonizing public and private institutions to improve the training structure, enhance efficiency, and meet the demand for high-quality human resources for socio-economic development of localities, economic regions and the country.
Expanding the scale associated with improving the quality of training, especially in the fields of science , technology and engineering. Developing mass university education to increase access to university education for disadvantaged groups in society, ethnic minorities; increasing the number and ranking of Vietnam's leading universities in prestigious international university rankings in Asia and the world.
University autonomy is the foundation, university finance is the key, state investment is the driving force, innovation in core training programs and methods, digital transformation and educational technology are strategic breakthroughs to develop the university education system.
Training human resources with ethics, ideals, social responsibility, cultural lifestyle, historical traditions, politics, ideology, law, economics, finance, national defense and security to form the personality and standard value system of Vietnamese people in all areas of political, economic and social life; having knowledge and proficiency in professional skills of the training sector; having foreign language proficiency to meet job positions, thinking skills and leadership skills in solving professional problems and international integration.
Ensure that the expenditure ratio for university education is not lower than 3% of total state budget expenditure.

By 2045, Vietnam will be among the countries with advanced university education systems.
The goal by 2035 is for Vietnam to complete its university education system. Specifically, 100% of university education institutions will meet national standards; arrange and complete the university education system according to the plan in Decision No. 452/QD-TTg dated February 27, 2025 (Decision approving the planning of the network of university and pedagogical education institutions for the period 2021-2030, with a vision to 2050); including: merging, consolidating, adjusting functions and tasks, innovating the governance model towards autonomy and efficiency, with a classification of missions and orientations, ensuring a reasonable structure of qualifications, occupational structure, and regional structure, in line with the policy of socializing university education. Forming a number of university education institutions, a number of fields that reach regional and world standards; Strive for at least 8 universities to be in the top 200 universities in Asia, and at least 1 university to be in the top 100 universities in the world in a number of fields according to prestigious international rankings.
Regarding the expansion of scale and improvement of training quality, the rate of university students in the 18-22 age group increases by an average of 1% per year, reaching 260 university students per 10,000 people by 2030; the rate of postgraduate students increases by an average of 2% per year.
Regarding the shift in training levels and sectors, the proportion of training scale in science, technology, engineering and mathematics (STEM) sectors reaches 35%, including at least 6,000 graduate students and 20,000 people studying talent programs.
Regarding the development of the teaching staff, the proportion of lecturers with doctoral degrees will increase by an average of 1% per year, reaching 40% by 2030 and 50% by 2035.
The draft also clearly states the goal of improving productivity and quality of scientific and technological activities, with the number of scientific publications and scientific and technological application works calculated on average per full-time lecturer reaching 0.6 works/year by 2030 and 0.8 works/year by 2035. The proportion of revenue from scientific and technological activities of higher education institutions will reach an average of 10% of total revenue by 2030 and 15% by 2035.
Annually, ensure that the expenditure ratio for university education is not lower than 3% of total state budget expenditure; have strong enough mechanisms and policies to encourage organizations and enterprises to invest in education and training development.
With a vision to 2045, the draft of the Ministry of Education and Training also aims to make university education a core competitive strength of the country, a key driving force for national development. People will have easy and fair access to good quality university education. The goal is that by 2045, Vietnam will be ranked among the countries with the most advanced university education systems in the world.
