Storm No. 11 dissipates, heavy rain in many places: Tornado rips off roofs of many buildings, sinks many ships

According to Mr. Mai Van Khiem, Director of the National Center for Hydro-Meteorological Forecasting, on the morning of October 6, the center of storm No. 11 moved deep into Guangxi province (China) and then weakened into a tropical depression and low pressure area in the northern mountainous region of Vietnam. However, the circulation of storm No. 11 created thunderstorms causing localized rain from Thanh Hoa to the northern mountainous region.

By the evening of October 6, the heaviest rainfall at some measuring stations was as follows: Quang Ninh 129mm, Hai Phong 109mm... In Son La province, some wards such as: Van Son, Moc Chau, Thao Nguyen... had localized heavy rain and severe flooding. Many students at schools in Pa Kha, Bo Nhang, Chieng Di (Van Ho commune) had to stay home from school.

Son La Hydropower Plant has announced to open a bottom spillway at 4 p.m. on October 6. Heavy rain also caused flooding and traffic jams in many communes and wards of Son La province.

Among them, Van Ho General Hospital, Thao Nguyen facility (in Thao Nguyen ward, Son La province) was flooded, forcing doctors and residents to move more than 200 patients and their relatives to higher floors. Currently, rescue forces are cleaning, disinfecting, and rearranging the facility to soon stabilize medical examination and treatment activities, ensuring the safety of patients and hospital staff.

On the afternoon of October 6, the National Center for Hydro-Meteorological Forecasting issued the final warning about this storm; along with bulletins warning of the risk of heavy rain following the circulation of storm No. 11 from the night of October 6 to October 8. The scope of rain and wind has expanded to the northern part of Nghe An province. In 1-2 days, floods will reappear on rivers in Quang Ninh, Lang Son, Cao Bang provinces; Thao River, Chay River (Lao Cai province), Lo River (Tuyen Quang province)...

On October 6, Mr. Phan Tien Hung, Chairman of the People's Committee of Son Tien Commune (Ha Tinh Province), said that the local government is mobilizing functional forces and organizations to support local people to overcome the damage caused by the tornado to stabilize their lives soon, especially prioritizing single-parent families and those in difficult circumstances. Previously, on the evening of October 5, the tornado tore off the roofs of 15 houses, shelters, and livestock farms of people in Son Tien Commune...

Also on the evening of October 5, in the sea area of ​​Ky Xuan and Ky Anh communes (Ha Tinh province), a tornado sank 7 fishing boats of local fishermen who were fishing for squid at sea, 4-8km from shore. The fishermen were promptly rescued by authorities and local people and brought to shore safely. By the afternoon of October 6, local people and authorities had salvaged and brought to shore 5 boats; the remaining 2 boats could not be salvaged.

On October 6, at the regular press conference of the Ministry of Agriculture and Environment, Mr. Hoang Duc Cuong, Deputy Director of the Department of Meteorology and Hydrology, said that the task of the meteorological agency is to monitor, forecast and issue warning bulletins, but does not have the authority to make administrative decisions for other sectors.

For example, the heavy rain on September 30 in Hanoi (which caused flooding everywhere but students still went to school, causing public outrage), relevant units received warning bulletins, but the decision to respond depended on the actual conditions of each locality and unit.

On the same day, Ms. Tran Thi Yen, Chairwoman of the People's Committee of Dak Mar commune, Quang Ngai province, said that the locality will work with relevant units to find solutions to handle the situation of heavy rains washing away red mud onto the road, affecting the lives of people in Tan Lap A village (Dak Mar commune).

At the scene, mud covered part of Ho Chi Minh Road, and authorities had to put up warning signs and instruct vehicles to move slowly to ensure safety. On the morning of October 6, while people were clearing mud from their homes, it continued to rain, forcing many households to use sandbags in front of their doors to prevent more mud from spilling over.

On October 6, the Department of Agriculture and Environment of Tay Ninh province said that due to heavy rains, combined with floodwaters from upstream, the water level in rivers and canals in the Dong Thap Muoi area has risen, increasing the risk of flooding vegetables and crops in the area. In particular, Hung Dien commune alone has 250 hectares of rice at risk of severe flooding.

Currently, in Hung Dien commune and other localities in the Dong Thap Muoi region, water has reached the edge of the fields. The agricultural sector recommends that local authorities support people to urgently reinforce dikes and field edges to prevent flooding and limit damage.

Faced with the above situation, the Department of Agriculture and Environment of Tay Ninh province requested the People's Committee of Hung Dien commune and localities to urgently review and reinforce weak embankments; proactively develop drainage plans to prevent flooding; regularly monitor flood and high tide situations to have timely handling measures.

Proactively respond to the risk of floods and landslides

On October 6, Prime Minister Pham Minh Chinh signed an official dispatch requesting leaders of ministries, branches, and chairmen of People's Committees of provinces and cities in the Northern region and Thanh Hoa not to be negligent or subjective, but to continue to strictly implement instructions on responding to storm No. 11; to focus on directing close monitoring, regularly and continuously updating developments of the situation, and to promptly, effectively, and synchronously deploy measures to prevent and respond to rain, floods, flash floods, and landslides.

Chairmen of People's Committees of provinces and cities, especially in the midland and mountainous areas, must direct and mobilize forces to synchronously and drastically deploy measures to ensure safety of people's lives and limit property damage caused by flash floods, landslides; ensure the safety of dykes, reservoirs and dams, and prevent floods from piling on top of floods.
