Prime Minister sets up 7 working groups to remove difficulties and promote public investment disbursement
Prime Minister Pham Minh Chinh has just signed Decision No. 523/QD-TTg dated March 6, 2025, establishing working groups to inspect, urge, remove difficulties and obstacles, and promote annual disbursement of public investment capital at ministries, central agencies and localities.

Specifically, establish 7 Working Groups to inspect, urge, remove difficulties and obstacles, and promote annual disbursement of public investment capital at ministries, central agencies and localities (in cases where ministries, central agencies and localities have disbursement rates below the national average), specifically:
Working Group No. 1: Deputy Prime Minister Nguyen Hoa Binh as Head of the Group, inspects ministries and central agencies: Office of the National Assembly; Office of the Government; Supreme People's Court; Supreme People's Procuracy; Ministry of National Defense; Ministry of Public Security; Ministry of Home Affairs; Government Inspectorate; Vietnam Cooperative Alliance; localities: Hue; Da Nang; Quang Nam; Quang Ngai; Binh Dinh; Phu Yen; Khanh Hoa; Ninh Thuan; Binh Thuan.

Decision No. 523/QD-TTg clearly states that the members of the Government's Working Groups include leaders of the following ministries and agencies: Finance, Justice, Construction, Agriculture and Environment and a number of related agencies. The specific members of each Working Group are decided by the Head of the Group.
The leaders of the Ministry of Finance are the Standing Committee of the Working Groups headed by the Government Leaders, responsible for assisting the Working Group Leaders in preparing the general report of the Working Group at the inspection session and reporting the inspection results, proposals and recommendations of the Working Group after the Working Group has conducted the inspection.
Publicize the list of ministries, central and local agencies subject to inspection (with disbursement rates below the national average)
The Ministry of Finance is responsible for sending the Government Office disbursement data of ministries, central and local agencies before the 25th of each month.
The Prime Minister assigned the Ministry of Finance, based on monthly disbursement data, to publicly disclose the list of ministries, central and local agencies subject to inspection (with disbursement rates below the national average) on the National Information System on Public Investment and the Ministry of Finance's Electronic Information Portal.
Instruct ministries, central and local agencies subject to inspection to report in writing on the disbursement situation at the end of each month and send them to the Ministry of Finance and the Government Office.
Synthesize reports of ministries, central and local agencies to serve the Working Groups, and send them to the Government Leaders (Group Leaders) before the 10th of each month.
Develop an outline for the Working Groups to report on inspection and supervision results; on that basis, synthesize and report to the Government at the regular monthly Government meeting.
The Prime Minister requests ministries, central and local agencies subject to inspection to prepare reports on disbursement status by the end of each month and send them to the Ministry of Finance and the Government Office before the 5th of the following month (according to the report form instructed by the Ministry of Finance).
Time for checking and urging
Decision No. 523/QD-TTg clearly states that the inspection and supervision period is from the 10th to the 25th of each month.
Thoroughly understand the current situation, clearly identify problems and bottlenecks at the grassroots level.
According to Decision No. 523/QD-TTg, the Working Group has the following tasks:
a) Organize the review and synthesis of difficulties and obstacles; analyze the causes of difficulties and obstacles in the implementation of public investment projects of ministries, central and local agencies; propose solutions to promote disbursement of public investment capital and improve capital use efficiency.
b) Provide guidance on the unified implementation of legal provisions on public investment and related regulations to remove difficulties and obstacles, promote the progress of implementation and disbursement of public investment projects.
c) Assess compliance with regulations on the preparation, allocation and assignment of annual state budget public investment plans by ministries, central and local agencies.
d) Assess the implementation of solutions to promote disbursement of public investment capital according to the direction of the Government and the Prime Minister; and directive documents of Government leaders on promoting annual disbursement of public investment capital.
d) Review responsibilities in leadership, direction, urging, inspection, review, and handling of difficulties, obstacles, and bottlenecks in public investment disbursement at each ministry, agency, and locality, including the responsibilities of the head.
e) Perform other tasks as assigned and directed by the Head of the Working Group.
g) Report the inspection results and propose specific solutions to promote disbursement of public investment capital, and send them to the Prime Minister within 05 working days from the date of completion of the inspection for ministries, central and local agencies.
The working group has the right to request ministries, central and local agencies to report, provide information and data, and assign staff to coordinate implementation and resolve difficulties of those ministries, central and local agencies.
The Prime Minister noted that the Working Group leaders should select and directly inspect a number of ministries, central agencies and localities under the Working Group and have inspection forms suitable for the remaining ministries, central agencies and localities; develop a specific inspection plan, work to thoroughly understand the current situation, clearly identify difficulties and bottlenecks at the grassroots level, and the authority to resolve them; on that basis, directly direct the resolution of difficulties according to their authority and legal regulations; at the same time, synthesize difficulties beyond their authority to report to competent authorities, ensuring quality, practicality and efficiency.
Decision No. 523/QD-TTg takes effect from the date of signing and replaces Decision No. 1006/QD-TTg dated September 19, 2024 of the Prime Minister on establishing working groups to inspect, urge, remove difficulties and obstacles, and promote annual disbursement of public investment capital at ministries, central agencies and localities.
