Vietnam is one of the countries seriously and comprehensively affected by non-traditional security threats, manifested in many aspects at new levels, with increasingly high levels of danger, strongly and deeply affecting all areas from economics, politics , culture, society to national defense and security.

On May 22, 2025, the Prime Minister signed Resolution No. 147/NQ-CP promulgating the National Comprehensive Strategy for Prevention and Response to Non-Traditional Security Threats to 2030, with a vision to 2045. This is a pioneering and breakthrough step of Vietnam, affirming the high political determination of our Party and State, while contributing to enhancing national prestige and demonstrating responsibility to the international community in responding to global challenges.

The Strategy identifies eight major guiding viewpoints and goals until 2030 and a vision until 2045. In terms of overall goals, the Strategy clearly identifies the need to create high unity in the perception and action of the entire political system and society on the dangerous, serious and far-reaching nature of non-traditional security threats to the cause of national construction and defense in the new situation. Gradually build Vietnam into a country with the capacity to modernly and effectively manage non-traditional security risks, ensure safety for the people, firmly protect national interests, and at the same time actively and proactively propose initiatives, participate in international cooperation, affirm the role and position of a responsible nation to the international community in responding to global security challenges.

Immediately after the Government issued Resolution No. 147, the Ministry of Public Security coordinated with ministries and branches to develop and issue an implementation plan for the period 2025-2030, with the spirit that the Prime Minister regularly directed: "the spirit must be very high, the effort must be very great, the action must be very drastic", "do each job properly, each job must be completed"; the assignment in the plan must ensure 6 clear things: clear people, clear work, clear time, clear products, clear responsibilities, clear authority...

At the conference, delegates assessed the current situation and proposed solutions to prevent and respond to non-traditional security threats in a number of areas, such as: Geology; climate change; natural disasters; environment; water resources; energy; cyber security; healthcare; crime prevention and control; terrorism...

Presenting a paper with the topic: Some recommendations of the Ministry of National Defense to contribute to improving the effectiveness of implementing Resolution No. 147/NQ-CP of the Government, Senior Lieutenant General Nguyen Hong Thai, member of the Party Central Committee, Deputy Minister of National Defense proposed to quickly complete the system of policies and laws; leadership, command, operation and management mechanisms for prevention and response to non-traditional security threats in accordance with the current streamlined apparatus.

Senior Lieutenant General Nguyen Hong Thai said that it is necessary to distinguish the difference between activities to prevent and respond to non-traditional security challenges and threats and civil defense activities to avoid overlap in leadership, direction, command and operation between the two fields. Research and promulgate legal documents to concretize the motto of "three proactive" (proactive plans; proactive people; proactive means) and the motto of "four on-site" (on-site command; on-site forces; on-site materials and means; on-site logistics) to quickly mobilize forces, means and materials, and promptly handle non-traditional security threats.

Increase investment in modernizing specialized forces in performing tasks of preventing and responding to non-traditional security threats, prioritizing investment in specialized equipment, technical infrastructure, and application of modern technology, such as satellites, unmanned aerial vehicles (UAVs), and advanced radar systems to promptly detect and effectively respond to storms, earthquakes, tsunamis, landslides, flash floods, etc.
