Prime Minister Pham Minh Chinh assigned Deputy Prime Minister Tran Hong Ha to establish a forward command committee in the provinces where storm Bualoi (storm No. 10) passed through to focus on handling, preventing, and overcoming the consequences of storms, floods, and landslides.

On the evening of September 27, Prime Minister Pham Minh Chinh continued to sign and issue a telegram to ministries, departments, branches, provinces and cities from Da Nang to the North about focusing on responding to storm Bualoi.

Storm Bualoi can reach level 13, gusting to level 16.

The telegram stated that storm Bualoi has strengthened to level 12 (118 - 133km/h), gusting to level 15, is moving very quickly towards our mainland and will get stronger the closer it gets to shore, possibly reaching level 13 (134 - 149km/h), gusting to level 16 in the coming hours.

According to the forecast of the National Center for Hydro-Meteorological Forecasting, from the evening of September 27, the sea areas of the provinces from Thanh Hoa to Quang Ngai may have winds of level 6, then increasing to level 8-9, near the storm center level 10-13, gusting to level 14-16, waves 5-7m high, threatening the safety of ships and activities at sea, islands, and coastal areas.

The storm is forecast to make landfall during high tide, combined with storm surge and large waves that could cause sea dikes to overflow, break, and collapse, flooding low-lying coastal residential areas.

The storm may cause heavy rain in the Northern and North Central regions (including Laos), especially in the area from Thanh Hoa to Ha Tinh with total rainfall of about 200 - 400mm, in some places over 600mm.

High risk of flash floods, landslides, inundation, and traffic disruption in mountainous and low-lying areas.

Proactively limit traffic when storms hit

Following the Prime Minister's telegram No. 173 dated September 26, the Prime Minister requested the secretaries and chairmen of the People's Committees of the provinces and cities in the Northern and North Central regions to direct the implementation of solutions to ensure safety for people and boats at anchorages and shelters.

Based on the specific situation in the locality, decide to restrict activities at sea and along the coast, ban going to sea, control and limit traffic, and let students stay home from school to ensure safety during the time affected by storm Bualoi and heavy rain and floods.

Proactively operate and regulate reservoirs appropriately to be ready for floods, ensure the safety of dams and reservoirs, and prevent floods from overlapping floods.

Immediately deploy the work of tying down and reinforcing houses, warehouses, headquarters of agencies, units, educational and medical establishments, production, business and service establishments to reduce damage to production, especially agricultural production and aquaculture at sea and along the coast.

Organize to review, proactively evacuate, and immediately relocate households in dangerous areas to safe places, paying special attention to places where there has been land subsidence, places at risk of flash floods, landslides, deep flooding, on boats, rafts, and aquaculture watchtowers.

Proactively arrange forces, vehicles, reserve food, provisions, and necessities in vulnerable areas at risk of being isolated due to landslides and floods to be ready to support people, not let people go hungry, thirsty, or cold, and deploy rescue work when bad situations occur...

The Prime Minister requested ministers to direct and urge the implementation of response measures to ensure safety for forces, vehicles, equipment, and facilities under their management.

Pay special attention to ensuring safety of transportation activities at sea, on rivers, safety of dikes, dams, hydroelectric power plants, power systems, telecommunications, educational and medical facilities, production, business and service establishments...

The Prime Minister assigned Deputy Prime Minister Tran Hong Ha to establish a forward command committee in the provinces where the storm passed to focus on handling, preventing, and overcoming the consequences of storms, floods, and landslides.
