On the afternoon of October 14, Prime Minister Pham Minh Chinh inspected the administrative procedure settlement work at the Public Administration Service Center and inspected the operation of the two-level local government in the border commune of Bat Mot, Thanh Hoa province.

After the administrative unit arrangement, Thanh Hoa province has 166 communes and wards, including 16 land border communes. Currently, the whole province has 2,272 standardized administrative procedures, fully integrated into the National Public Service Portal, including 965 full online services and 1,266 partial online public services. In addition, all online public services have been integrated and fully publicized on the National Public Service Portal.

After more than 3 months of operation, the two-level local government has affirmed its effectiveness in serving the people. The new communes and wards quickly stabilized their organization, innovated their working methods in the direction of serving, taking the people as the center; the capacity and service attitude of the staff were gradually improved.

In particular, despite recent damage and difficulties caused by consecutive storms, causing serious consequences, the communal-level public administration centers in Thanh Hoa have promptly overcome the shortage of human resources, invested in infrastructure and information technology to best serve the people.

Bat Mot is a mountainous commune, the border of Thanh Hoa province, with more than 17 km of border adjacent to Laos, about 120 km from the center of Thanh Hoa province. The commune has the largest natural area in the province with 205.7 km2, population of 4,052 people, of which the Thai ethnic group accounts for over 96%.

Reports from the center's staff and people's opinions show that with 4 staff, the center has processed 332 files in the past time, and in general, the work is not overloaded. Many people have also integrated relatively complete documents on the VNeID application, but are still not familiar with doing administrative procedures online, so the staff directly guided the people.

Inspecting the actual work of handling administrative procedures to serve people in Bat Mot commune; witnessing the trust and satisfaction of the people here, the Prime Minister assessed that the 2-level local government model in Bat Mot commune in particular and in Thanh Hoa in general has initially entered into order, operating effectively, serving the people; the administrative apparatus at the grassroots level operates smoothly, people can easily access public services, procedures are quick and transparent...

Prime Minister Pham Minh Chinh requested the Bat Mot Commune Administrative Center in particular and the commune-level Public Administration Centers in Thanh Hoa to continue to promote data integration and connection; promote the digital literacy movement, guide people on digital transformation, thereby promoting the formation of digital citizens, creating a trend and habit for people in digital transformation and online procedures, thereby reducing travel time and compliance costs for people, especially in remote areas. At the same time, it is necessary to continue to improve digital technology infrastructure, overcome signal and power dips.

Believing that not all communes are overloaded with work, and that applying technology will help reduce the workload, the Prime Minister requested that staff be arranged flexibly and appropriately, depending on each place and the requirements of each field. In places with a lot of work and complexity, more people should be arranged to serve people and businesses more promptly, thoughtfully and effectively.

The Prime Minister requested that localities continue to resolve difficulties and problems. If they are beyond their authority, they should synthesize, report, and propose to competent authorities for timely solutions to best serve./.
