On August 19, the Ministry of Education and Training held a conference to summarize the 2023-2024 school year and deploy tasks for the 2024-2025 school year. Speaking at the event, Prime Minister Pham Minh Chinh requested that exams be streamlined, reducing pressure and costs, creating the most convenience for students and parents.
Speaking at the conference, Prime Minister Pham Minh Chinh emphasized that education and training plays a particularly important and fundamental role in the formation and development of human beings; thereby contributing to the movement and development of society; and is the most important factor ensuring the success of human resource development, especially high-quality human resources - one of the three strategic breakthroughs for the country's rapid and sustainable development.
The Prime Minister highly appreciated the 2023-2024 school year, the entire education sector achieved many results with 10 outstanding highlights, in which the implementation of innovation in general education programs and textbooks gradually stabilized, initially achieving the set goals. The quality of key education continued to be affirmed; higher education training was increasingly focused on and significantly improved in quality.
The Prime Minister welcomed universities that have postponed tuition fee increases in recent times to share difficulties during the economic recovery period, creating opportunities for many students to study...
However, the Prime Minister also pointed out that education and training still has shortcomings, limitations, difficulties and challenges, including a local shortage of teachers. The quality of the teaching staff is not uniform, especially in meeting new requirements in the era of the 4th industrial revolution and digital transformation... Policies and incentives are still inadequate, unattractive, making it difficult to attract and retain teachers, especially in big cities or difficult areas...
The Prime Minister said that state management of education and training and school administration need to be given special attention and improved in efficiency; closely following reality, proactively detecting emerging and new problems and promptly resolving them; administration must be smart; prioritizing the development of the team of teachers and education administrators, ensuring sufficient capacity to meet the requirements of innovation, responsibility, enthusiasm and dedication, truly being an example for students to follow.
Analyzing the current context and situation (artificial intelligence has a comprehensive impact on all aspects of the education sector; the strong development of science and technology, new industries and fields, and high technology are posing urgent requirements for training high-quality human resources)..., the Prime Minister pointed out the key tasks and solutions for the 2024-2025 school year and the coming time.
Specifically, the Prime Minister requested careful preparation of conditions for the new school year; continued review, timely revision and supplementation of institutions, mechanisms and policies on education and training innovation, improving the effectiveness and efficiency of state management of education and training; comprehensively summarizing and evaluating the implementation of innovation in general education programs and textbooks. On that basis, the Ministry of Education and Training continues to research, develop and perfect general education programs in accordance with the goals and requirements set out in the new period.
The Prime Minister also said that 2025 is the first year to organize the high school graduation exam according to the new general education program, so the Ministry of Education and Training will preside over and, together with ministries, agencies and localities, prepare carefully to organize the exam to ensure quality, safety, seriousness, efficiency, practicality, compactness, reduce pressure, reduce costs, and create the most convenience for students and parents.
The Prime Minister requested to develop, review, amend and supplement appropriate policies and remuneration regimes for teachers; carry out recruitment and restructuring of the teaching staff according to the assigned payroll, overcome the surplus and shortage of teachers in educational institutions, ensure the principle of "where there are students, there must be teachers in the classroom" and be suitable and effective in practice.
The Prime Minister requested to study, clearly define and effectively implement the motto "taking students as the center and subject - teachers as the driving force - school as the support - family as the fulcrum - society as the foundation".
In his closing speech at the conference, Minister of Education and Training Nguyen Kim Son stated that in the 2024-2025 school year, the education sector will immediately implement the content of Conclusion 91 of the Politburo on continuing to fundamentally and comprehensively innovate education and training according to Resolution 29 of the Central Committee; complete the effective implementation of the 2018 general education program and organize an assessment of the entire implementation process over the past time; implement the new preschool education program; strengthen university autonomy in the direction of increasing quality, prioritizing the training of high-quality, high-tech human resources, including the semiconductor industry...
At the conference, opinions from localities and universities all recommended the need to overcome the shortage of teachers and improve the quality of the staff... Professor Nguyen Thi Doan, former Vice President, President of the Vietnam Association for Promoting Education, emphasized that one of the main bottlenecks in education today is the quality of teachers.
According to Professor Nguyen Thi Doan, there are many issues that impact and affect the quality of teachers, such as the disease of achievement that still exists, weighing heavily on teachers, as evidenced by the existence of model essays and memorized lessons. Although it has been digitized, the system of books and reports for teachers is still numerous and time-consuming. Or the problem is that because life is still difficult, not many teachers spend time studying and reading on their own. The salary coefficient has recently increased, the income gap between preschool teachers and other levels is getting bigger, preschool teachers still have a lot of difficulties, their salaries are not enough to live and raise children, so it is very necessary to pay attention to this group...
“Students today are immersed in technology, so teachers must also be diligent and innovative, otherwise education cannot be liberal education. Teachers must strive to innovate and improve their qualifications. The State and localities must improve policies, ensure incentives, and create conditions for teachers to be trained and improve their qualifications,” said Professor Nguyen Thi Doan.
