On October 18, Prime Minister Pham Minh Chinh chaired a meeting of the Government Standing Committee to work with associations and businesses on removing difficulties and obstacles in product and goods standardization and conformity activities.
Concluding the meeting, the Prime Minister requested the Ministry of Science and Technology to preside over and coordinate with the Ministry of Justice , the Ministry of Agriculture and Environment, the Ministry of Health, and relevant ministries and agencies to carefully review current legal regulations to ensure consistency and synchronization of laws related to conformity and conformity.
The Ministry of Science and Technology shall preside over and submit to the Government for early promulgation of a decree guiding the implementation of the Law on Technical Standards and Regulations and the Law on Product and Goods Quality.
The Prime Minister noted that if there are international standards, they should be researched, applied, and publicly announced; and traceability regulations should be public and transparent.
Relevant ministries and sectors urgently review current national technical regulations, classify them according to the risk level of products and goods to adjust, amend or abolish them to suit the actual situation.
The Government leader stated that standards and regulations must come first so that businesses can base their announcements on them; there must be tools for conformity and compliance, but post-inspection must be strengthened, pre-inspection must be reduced, input costs and compliance costs for people and businesses must be reduced.

The Prime Minister assigned the Ministry of Agriculture and Environment to review and propose amendments to specialized laws such as the Veterinary Law, Animal Husbandry Law, Cultivation Law, Fisheries Law... to eliminate duplicate procedures.
Amending the National Technical Regulations, issued in the fourth quarter of 2025, to stipulate the application of certification of advanced world management systems such as ISO 22000, GMP, HACCP... for suitable products and goods. Thereby, both ensuring product quality and reducing administrative burden for businesses.
The Head of Government assigned the Ministries of Construction, Industry and Trade, Health and Finance to coordinate closely to ensure that the amendment of standards and regulations on quality management is unified, transparent, fair and does not create unnecessary technical barriers or "sub-licenses" that affect people and businesses.
Government leaders requested to promote reform, cut administrative procedures, promote decentralization and delegation of power along with resource allocation, improve enforcement capacity, and strengthen supervision and inspection.
The Prime Minister requested strict handling of violations, especially those in the field of food safety and medicine. At the same time, strictly handle officials, civil servants and public employees who lack a sense of responsibility, are insensitive to the difficulties and problems of businesses and people and allow the circulation of goods, especially substandard food and medicine.
