Promoting public-private cooperation in developing and promoting Vietnam's tourist destinations

Practice shows that public-private partnership helps to mobilize social resources to the maximum, reduce pressure on the state budget, and encourage the participation of the community and businesses. This is a mechanism for allocating benefits and sharing risks, thereby creating a combined strength to enhance the competitiveness of destinations and promote the image of Vietnam to the world.

Connecting resources, enhancing destination competitiveness

On October 9, in Hanoi, the Vietnam National Administration of Tourism (Ministry of Culture, Sports and Tourism) coordinated with the online travel platform Traveloka to organize a workshop on "Developing and promoting tourist destinations through public-private cooperation".

The workshop attracted nearly 100 delegates from management agencies, associations, businesses and experts in the fields of tourism and technology.

This is an important occasion to discuss, share experiences and propose solutions to strengthen public-private cooperation, towards the goal of developing sustainable, smart and deeply integrated Vietnamese tourism.

As the state management agency for tourism, the Vietnam National Administration of Tourism affirms that it will continue to play a central role in orienting, coordinating and leading the development of the industry.

This workshop is considered an open forum where central and local management agencies, businesses and experts exchange policies, share experiences and propose feasible and long-term public-private partnership models.

Public-private partnership (PPP) is considered a strategic driving force to help Vietnam's tourism industry develop sustainably, smartly and enhance international competitiveness.

This is a mechanism for allocating benefits and sharing risks, thereby creating a combined strength to enhance destination competitiveness and promote Vietnam's image to the world .

In the context of tourism being a comprehensive economic sector, closely linked with many other fields, public-private cooperation becomes increasingly necessary to ensure consistency and efficiency.

The coordination between the State, businesses and the community not only helps diversify products and improve service quality, but also contributes to creating a sustainable tourism ecosystem, balancing economic growth, resource conservation and preserving national cultural identity.

Vietnam's tourism industry is experiencing a strong recovery period after the Covid-19 pandemic, gradually affirming its position in the region in terms of both service quality and international appeal, while striving to achieve the growth targets set by the Government.

In that journey, the Vietnam National Administration of Tourism identified public-private partnership as not simply a strategy to cope with difficulties, but a driving force for sustainable development, helping to combine the strengths of state management agencies, businesses and the community to optimize resources.

This model not only helps build smart tourism infrastructure, in line with market trends, but also opens up opportunities to develop and promote new destinations, enhancing tourist experiences.

At the workshop, delegates listened to many presentations and shared experiences from localities, in which the models of stimulating demand and promoting destinations in Da Nang and Ho Chi Minh City were considered typical examples of effective cooperation between the public and private sectors.

Delegates also focused on discussing the challenges posed in the context of rapid growth of Vietnam's tourism, from pressure on infrastructure, destination management, to the need to improve service quality and develop in harmony with the environment and community.

At the same time, the changing trends in tourists' behavior and experience needs are also emphasized, with a clear shift towards green tourism products, smart tourism, tourism associated with health and indigenous culture.

Delegates emphasized that the public-private partnership model is considered a key solution to fully exploit tourism potential, through mobilizing social resources, promoting innovation, applying digital technology to improve the experience for tourists and expand the competitiveness of destinations.

In addition, opinions also proposed that long-term strategies should focus on product diversification, market expansion, increased international promotion and closer connections between the government, businesses and local communities to jointly create a sustainable and comprehensive tourism ecosystem.

As a technology partner of the Vietnam National Administration of Tourism, Traveloka has affirmed the increasingly important role of businesses in digital transformation and tourism promotion. In recent times, Traveloka has coordinated with many localities to implement stimulus programs, contributing to increasing the number of visitors and enhancing the tourism experience.

In Da Nang, the “Enjoy Da Nang 2024” program issued thousands of travel vouchers, combining air tickets, hotel rooms and tourist attractions, bringing practical results. In Ho Chi Minh City, the 2025 e-voucher program with a total value of more than 4 billion VND has connected hundreds of hotels, restaurants, spas, etc., creating a dynamic digital tourism ecosystem.

Within the framework of the event, the Signing Ceremony of the Memorandum of Understanding between Traveloka and the Ho Chi Minh City Department of Tourism took place, marking a new step in the cooperative relationship between the two sides, opening up many programs to promote and stimulate international tourism in the fourth quarter of 2025.

The Vietnam National Administration of Tourism highly appreciates the proactive, creative and responsible spirit of the business community in pioneering public-private cooperation, making substantial contributions to many tourism stimulus and promotion programs.

The Department representative affirmed that it will continue to accompany localities and businesses in product development and promotion, expecting to have more new cooperation models, contributing to building a dynamic, attractive and sustainable Vietnamese tourism industry on the regional and world map.
