Based on the discussion and conclusion of the conference, Senior Lieutenant General Le Huy Vinh acknowledged the positive and proactive spirit of Command 86, the Office of the Ministry of National Defense , and the Cipher Department (General Staff of the Vietnam People's Army) in implementing assigned tasks.

Senior Lieutenant General Le Huy Vinh requested Command 86 to seriously study and absorb opinions at the conference, complete the Plan on development and transition to cloud computing for the period 2025-2030, and submit it to the Head of the Ministry of National Defense for approval and promulgation.

Coordinate the development and promulgation of a detailed plan for implementing the development and conversion to using cloud computing platforms within the prescribed time. Guide agencies and units within the Ministry of National Defense in the process of establishing component projects under the Ministry of National Defense's adjusted digital transformation project for the period 2026-2030.

Regarding task management software, Senior Lieutenant General Le Huy Vinh assigned the Department of Military Science of the Ministry of National Defense to preside over and coordinate with agencies and units to use deployed information systems as essential tools in daily and weekly direction and operation to monitor progress, detect bottlenecks and delayed tasks early and support timely and effective decision making.

Develop regulations on software exploitation and use and update assigned tasks after the above software system is put into operation; update and monitor the implementation results of Ministry of National Defense-level plans, and notify the conclusions of the Head of the Ministry of National Defense.

At the same time, Command 86, the Cipher Department, the Military Industry-Telecoms Group (Viettel), and the Office of the Ministry of National Defense urgently reviewed and ensured that the military computer network infrastructure of agencies and units met the regulations on sending and receiving confidential documents on the military data transmission network, especially for agencies and units that completed the entire process in October 2025.

Accelerate the progress of testing the sending and receiving of electronic documents with the security level of "Top Secret" on the military data transmission network. Optimize security tools, focus and prioritize resources to continue perfecting features and optimizing the system. Complete the Document Management - Operation system to ensure convenience, optimization, and safety; add the feature of statistics on the rate of sending, receiving, and processing of confidential documents throughout the system.
