The exercise aims to improve combat readiness, incident handling, consequence overcoming, and protection of life, property and the environment.
Hypothetical scenario: A dangerous incident occurs when an unmanned aerial vehicle (UAV) carrying hazardous materials crashes in the Tan Xuan Station area, causing the spread of toxic substances in a small area, affecting people and infrastructure. The incident requires the mobilization of emergency response forces, isolation of the area and handling of the contaminated environment.
Faced with the emergency, the Civil Defense Command of the Chemical Corps directed the National Action Center to overcome the consequences of chemical and environmental toxins, coordinate with the functional agencies of the Ministry of National Defense, the Ministry of Public Security , the Ministry of Science and Technology, the Ministry of Agriculture and Environment to organize forces, means, and coordinate to handle the incident. The 88th Chemical Brigade quickly deployed specialized forces to coordinate the handling of the scene.
The exercise involved specialized forces such as: reconnaissance, rescue, medical , poison control, decontamination, logistics... performing the tasks of overcoming consequences, decontamination, cleaning the environment and ensuring safety in the incident area. The participating units used the correct technical procedures, strictly followed safety, ensuring to minimize damage.
In addition to the goal of improving inter-agency coordination, the exercise is also an opportunity to test the capacity of organization, command, and use of existing equipment and weapons, and to conduct practical training in conditions close to the actual mission. Through this activity, the forces have access to, exploit, and effectively use new technical equipment, improve their ability to master science and technology, and meet mission requirements in the new situation.
Through the drills, participating forces will master the procedures, strengthen coordination and command skills, and create a basis for perfecting the inter-sectoral mechanism and adjusting training content accordingly, contributing to ensuring readiness to respond to and overcome chemical, biological, radioactive and nuclear incidents in all situations.
