Families of reformed prisoners are given preferential loans.

Upon receiving information about the loan needs of Ms. D.TTT (residing in Duc Phu village, Tam Son commune), officers of the Transaction Office of the Social Policy Bank of Nui Thanh district came to the place to coordinate with the People's Committee and the Commune Police to survey and create conditions for her to get preferential loans.

Ms. T.'s husband violated the law and was sentenced to 1 year in prison. Now he has returned to his hometown, determined to build a family home and needs capital to develop the family economy .

With the facilitation of the authorities, the Commune Police and the Transaction Office of the Social Policy Bank of Nui Thanh District, Ms. T. was quickly able to borrow 100 million VND in preferential capital according to Decision No. 22/2023 of the Prime Minister on credit for people who have completed their prison sentences.

Ms. T. shared that with this money, her family has invested in planting several hectares of acacia and the acacia forest is growing well, hoping to bring a good income for the family.

Mr. Nguyen Hau - Director of the Transaction Office of the Social Policy Bank of Nui Thanh District said that the loan program for people who have completed their prison sentences has a profound humanitarian meaning. Immediately after receiving the implementation direction from the Provincial People's Committee and the superior Social Policy Bank, the unit coordinated with the District Police to advise the District People's Committee to issue an implementation plan to all levels, sectors and localities, focusing on propaganda, review, and making a list of subjects in need of loans, submitting it to the Commune People's Committee for approval so that the District Social Policy Bank can guide the lending.

Up to this point, the Transaction Office of the Social Policy Bank of Nui Thanh district has initially received documents and disbursed loans to 4 households with members who have completed their prison sentences, with a total amount of 300 million VND. The loan capital is used for livestock farming, crop cultivation, and job creation for those who have completed their prison sentences.

Before the Prime Minister's Decision No. 22/2023 on credit for people who have completed their prison sentences, implementing Decree No. 80/2011 of the Government stipulating measures to ensure community reintegration for people who have completed their prison sentences, the Transaction Office of the Social Policy Bank of Nui Thanh district coordinated with the district police, police of communes and towns to deploy loans for people who have reformed and completed their prison sentences.

As a result of this program, by March 31, 2024, the outstanding loan balance reached 461 million VND with 19 borrowers. According to Mr. Hau, the household owners were very excited to receive the loan, and at the same time committed to using the capital effectively and fully performing the loan obligations in accordance with regulations.

“Although there are still difficulties such as the propaganda work on lending capital to people who have completed their prison sentences in some places is not timely, there are still some places that are hesitant to consider lending because they are worried about the borrowers' ability to repay the debt..., so the Transaction Office of the Social Policy Bank of Nui Thanh district has coordinated with the police, authorities, and unions to remove difficulties, continue to review and disburse promptly to continue implementing this deeply humane credit program" - Mr. Hau said.
