Regulations on standards for positions of officials under the management of the Party Central Committee, the Politburo , and the Secretariat, and the framework of standards for positions of leaders and managers at all levels, have just been issued by the Politburo.
The Politburo sets out six general standards for cadres and leaders at all levels, including standards on: Politics, ideology; moral qualities, lifestyle and sense of organization and discipline; qualifications, capacity ; prestige and ability to gather and unite; work results; health, age and experience.
In particular, leaders and managers at all levels must be absolutely loyal to the Party, the Fatherland and the people; have a firm stance, viewpoint and political mettle, and not waver in the face of all difficulties and challenges.
Leaders and managers at all levels also need to have a patriotic spirit; always put the interests of the Party, nation, people, and collective above personal interests.

The Politburo also stated that leaders and managers at all levels must not be greedy for fame, political opportunism, power ambitions, or use all means to gain positions, power, and rewards in order to be planned and appointed; must not be corrupt, wasteful, opportunistic, or self-serving; and must not let their family, relatives, or others take advantage of their positions and powers for personal gain.
Along with the general standards, the Politburo also stipulates specific standards for each position.
In addition to meeting the six general criteria, members of the Party Central Committee must be exemplary of the Party in terms of political mettle, moral qualities, lifestyle, pioneering spirit, exemplary character, constructive spirit, fighting spirit, action spirit, discipline, humanity, capacity, and prestige in all aspects.
Central Committee members must be cadres with basic training, comprehensive knowledge, trained and tested through practice, have innovative thinking, strategic vision, enthusiasm, responsibility, actively participate in discussions, contribute, plan guidelines, policies and collective leadership of the Party Central Committee.
This position must also be a person with outstanding achievements, results, and specific "products" during the working process; have the ability to gather, unite, unify and mobilize combined strength, organize and successfully implement the Party's guidelines, policies, and tasks, and the country's development strategy in the new period in the assigned field and area of work to manage and be in charge of.
Central Committee members also need to have the ability to forecast, handle, and respond promptly and effectively to sudden and unexpected situations; and be able to work independently.
Along with that, Central Committee members must have qualities and capacity for strategic leadership and management; have ambitions and aspirations for innovation for the country and the people. Resolutely fight against corruption, waste, negativity, bureaucracy, and group interests.
According to the Politburo, a Central Committee member must be someone who has experienced and completed well the tasks in key leadership positions at the direct subordinate level and equivalent.
Special cases are decided by the Central Executive Committee of the Party.
Alternate members of the Party Central Committee , according to the Politburo's regulations, are young cadres who basically meet the standards of a member of the Party Central Committee.
Alternate Central Committee members need to be resolute and effective in performing assigned duties and tasks; understand the domestic, regional and world situations; and be able to participate, contribute opinions and propose practical issues for the Central Committee to discuss and decide.
Through practical work, alternate Central Committee members must demonstrate leadership, governance, and management capacity and qualities, successfully complete tasks in the positions they have held, have development prospects, and be able to respond immediately when required to be assigned or arranged to take on leadership positions in localities, agencies, and units with the Party Central Committee membership structure.
Members of the Politburo and Secretariat must fully meet the standards of members of the Party Central Committee, and at the same time need to have additional specific standards.
Accordingly, members of the Politburo and Secretariat must be truly representative and exemplary of the Party Central Committee in terms of political mettle, moral qualities, intelligence, fighting will, leadership, management, governance capacity, sense of organization and discipline; and must not be influenced by interference, external pressure and group interests.
Members of the Politburo and Secretariat must be decisive, resolute, and effective in carrying out their assigned duties and tasks. This position also requires a deep understanding of the national, regional, and world situation; political sensitivity, economic acumen, and a deep understanding of society, national defense, security, and foreign affairs.
The new regulation clearly states that members of the Politburo and Secretariat must have a high sense of responsibility, be able to build long-term development strategies for the country, contribute opinions in formulating guidelines and policies, and discover and propose practical issues for the Central Committee, Politburo, and Secretariat to discuss and decide.
Members of the Politburo and Secretariat also need to have heart, vision and responsibility in building a team of cadres, ensuring inheritance, development and steady transition between generations of cadres.
In addition, members of the Politburo and Secretariat must be official members of the Party Central Committee for one full term or more; have experienced and successfully completed their tasks in key leadership positions at the provincial level (secretary; chairman of the People's Council, chairman of the People's Committee) or heads of central departments, ministries, branches, the Fatherland Front, socio-political organizations and equivalent.
In case a member of the Politburo or Secretariat works in the military, he/she must have held a military region-level leadership position. Special cases will be decided by the Party Central Committee.
