Ca Mau urgently directs to remove obstacles for commune-level education officials

(Dan Tri) - Communes and wards should boldly send competent cadres and teachers to take charge of the education sector. Medical staff positions can be contracted with commune-level medical facilities to take care of students' health.

On October 7, the People's Committee of Ca Mau province issued an urgent directive, requesting departments, branches and localities to synchronously deploy solutions to support commune-level officials in charge of the Education and Training sector.

This move took place after the Department of Education and Training of Ca Mau province pointed out a series of shortcomings in implementing the new education management model at the commune level.

According to a report by the Department of Education and Training of Ca Mau, the new education management model has helped commune-level authorities have a clearer role in state management of education.

However, through review, many education specialists in communes are facing a lack of appropriate expertise, or are only specialized in a specific level of education. Work overload is also common when officials have to take on many contents related to education and training.

The report also pointed out that communes still lack specific professional documents directing the grassroots level, mainly implementing directly from documents from higher levels, leading to professional activities at each level not being closely followed.

Many schools lack positions in equipment, laboratory, medical , library, and accounting, but cannot recruit due to lack of policies and funding. “Some administrative procedures in education are still complicated, with many steps and forms, causing pressure on the staff in charge,” the report emphasized.

At a recent meeting to resolve difficulties for the education sector, Mr. Nguyen Minh That, Deputy Director of the Department of Home Affairs of Ca Mau province, requested localities to specifically review people with education expertise, and at the same time propose to increase the secondment or transfer of officials with knowledge of education to work in areas where there is a shortage.

Mr. Nguyen Van Nguyen, Director of the Department of Education and Training of Ca Mau province, also encouraged communes and wards to boldly propose mobilizing capable staff and teachers from educational institutions to take charge of this field.

Vice Chairman of the People's Committee of Ca Mau province Nguyen Minh Luan assigned the Department of Education and Training to coordinate with the Department of Home Affairs and localities to organize training courses, professional guidance, and create favorable conditions for commune-level officials to quickly adapt and meet task requirements in the context of a two-level local government organization.

Mr. Luan emphasized the need to survey, listen and resolve difficulties for commune-level officials, because the field of education and training has a huge workload.

For positions such as security, service, and medical staff, the Vice Chairman of the People's Committee of Ca Mau province assigned departments, branches, and localities to specifically review shortcomings and propose solutions to overcome difficulties, especially regarding funding, to ensure school hygiene and school safety.

Mr. Luan also directed departments and branches to research and propose piloting case contracts with medical staff of commune-level medical facilities to take care of students' health in schools, in order to ensure the quality of school health care and save on staffing in the education sector.
