At the National Assembly's socio -economic discussion session on the morning of May 31, the issue of officials being afraid of responsibility, shirking responsibility, and avoiding responsibility was raised by many National Assembly deputies when giving their opinions.
National Assembly Deputy Tran Quoc Tuan ( Tra Vinh delegation) raised the issue of a group of officials who are afraid of responsibility, including two groups: One is officials who have degraded political ideology, officials who avoid and fear responsibility, push things away, are afraid of making mistakes, and officials who do not want to do things because there is no benefit. The other is officials who are afraid of violating the law and so do not dare to do things.
Speaking in the debate, delegate Tran Huu Hau ( Long An delegation) said that the group of civil servants who are afraid of making mistakes and shirking work as delegate Tran Quoc Tuan mentioned is correct, but not only that.

Citing a number of reasons, delegate Hau said it is necessary to find a way for civil servants at all levels to only focus their intellectual efforts to be proactive and creative, performing their jobs most effectively within the framework of the law.
From there, the delegate hopes that the National Assembly will consider more appropriate methods and procedures to promptly resolve arising difficulties and problems.
Also speaking on the debate on this issue, National Assembly Deputy Ta Van Ha (Quang Nam delegation) stated that the problem is how to correctly diagnose the disease.
Citing the story of public investment disbursement, delegate Ta Van Ha pointed out that this issue has been raised for many years but public investment disbursement is still slow. While the later the procedures are completed, the easier it is to disburse, the disbursement rate should be higher, but in reality it is still very low.
Along with that, the National Assembly has actively accompanied the Government in removing institutional difficulties, ensuring a synchronous legal system, and many resolutions have been issued to remove obstacles. The Government has promoted decentralization and delegation of power.
Thus, in the same policy and institutional system, many localities still disburse very well, but many places are still slow.
He shared that through discussions with the grassroots, it was found that many officers directly working had difficulty in advising in accordance with both the law and instructions. This also made it difficult to handle responsibilities. According to the delegate, this was the responsibility of the leader, so he emphasized the need to be determined and resolute in handling the leaders.

Pointing out some problems and difficulties due to the situation of officials not daring to do things and being afraid of taking responsibility, delegate Tran Khanh Thu (Thai Binh delegation) said that the slow resolution of administrative tasks and procedures has greatly affected the implementation of political tasks of each agency and unit. If the situation continues, it will reduce the effectiveness of state management and reduce people's trust.
Accordingly, there are many reasons leading to this situation. The objective reason is that the law has some specific and inconsistent points, and does not have clear regulations on responsibilities and specific regulations on protecting those who dare to think, dare to do, dare to break through, and dare to take responsibility for the common good.
From there, delegates said it is necessary to focus on reviewing shortcomings and amending relevant legal regulations in a clearer, more transparent and consistent direction, with a legal corridor to protect cadres and civil servants, and encourage the spirit of daring to face difficulties and daring to create breakthroughs.
In addition, the work of evaluating cadres also needs to be innovated. The evaluation method needs to help those assigned to work, especially new and difficult work, to firmly believe that if they do it for the common good, it will be recognized correctly .
