
Section XL3 of Ho Chi Minh City's Ring Road 3 project (through Vinhomes Grand Park) has basically completed the elevated road section, leading the progress of the entire route.
On October 1, Chairman of Ho Chi Minh City People's Committee Nguyen Van Duoc directly inspected the Ring Road 3 project.
After listening to the investor's report on the progress of the bid packages, the Chairman of the Ho Chi Minh City People's Committee requested the contractors and the investor to ensure the completion of the 14.7km overpass through the old Thu Duc City, and the technical opening of the 32.6km western expressway section on schedule by December 19, 2025.
Tuoi Tre reporters recorded the reality at the construction site in the east of the city, the 14.7km section through packages XL1 to XL5 is under final construction. Of which, section XL3 through Vinhomes Grand Park has basically completed the elevated road section, this is also the best progress package of the whole project.
Meanwhile, some other packages still have many bridge spans and roadbeds that have not been connected smoothly. The total volume of these 5 packages is about 65%.
According to the report of the investor (HCMC Traffic Construction Investment Project Management Board), the bidding packages are being accelerated, concentrating on people and machinery to complete the bridge span, roadbed and auxiliary items, with the goal of ensuring synchronous progress, aiming to operate the Thu Duc City overpass section on December 19. At the same time, preparing for the temporary technical opening of the western expressway section.
In addition, the investor said that by April 30, 2026, the 32.6km section in the west of the city will be officially opened to traffic, and by June 30, 2026, the entire project will be opened to traffic.

The packages are deployed continuously in many shifts every day, according to the investor's report.

The bridge spans of section XL3 are basically open, passing through residential areas. Currently, the construction volume has reached 77.7%.


Materials and roadbed at XL3 have been prepared, showing outstanding progress compared to other packages.

Some sections towards XL4 and XL5 are still installing beams.

The Binh Duong Traffic Construction Investment Project Management Board (investor of Tan Van intersection) said it is trying to speed up the progress of this intersection, completing some branches first to temporarily connect the 14.7km overpass on December 19.

The total length of Ho Chi Minh City Ring Road 3 is 76.3km, passing through the new Ho Chi Minh City, Dong Nai , Tay Ninh. The total investment is 75,378 billion VND.
According to the investor, 10 main construction packages are currently being implemented closely following the schedule, with a commitment to mobilize maximum resources to compensate for delays (due to many factors such as material sources, infrastructure relocation, slow contractors, etc.), ensuring completion of the entire route by mid-2026.
