The province assigned specialized agencies to develop a project to merge Ha Long University (under the Quang Ninh Provincial People's Committee) and Quang Ninh University of Industry (under the Ministry of Industry and Trade ), forming a multidisciplinary university under the province, a public service unit under the Provincial People's Committee, self-insuring 100% of regular expenses.

For the general education sector, the province has a plan to merge Cua Ong High School with Le Hong Phong High School; merge Tien Yen Ethnic Boarding Secondary School and High School with the provincial Ethnic Boarding Secondary School and High School...

Regarding health, Quang Ninh merged Ha Long General Hospital into the Provincial General Hospital; merged the Social Work Center, Social Protection Center and Child Care Facility with Special Circumstances into the Social Assistance Center; reorganized 13 medical centers (of 13 old districts and towns) into 5 regional general hospitals; merged the Mental Protection Center into the Mental Health Protection Hospital; arranged 7 regional general clinics to transfer their functions to hospitals; arranged 171 medical stations into 55 medical stations...

In the field of culture and tourism, the Management Board of Monuments and Landscapes (under the Department of Culture, Sports and Tourism) and the Management Board of Bai Tu Long National Park will merge into the Management Board of Ha Long Bay, a public service unit that self-insures 100% of regular expenses, under the Provincial People's Committee; unifying the focal point for managing natural and cultural heritage.

All projects to merge public service units above must be completed before October 15, 2025.

According to the Provincial People's Committee, the arrangement and consolidation of the apparatus organization must be consistent with the policy of arranging and streamlining the apparatus organization according to the requirements of the Politburo and the Secretariat, ensuring effective, efficient and effective operations, without overlapping functions and tasks. The arrangement and reorganization of public service units must not affect the quality and efficiency of public service provision, especially basic and essential public service services to serve the needs of the people.
