General Secretary: 'Turn Congress documents into modern leadership and governance tools'

General Secretary To Lam emphasized the need to turn documents into modern leadership and governance tools, creating a solid foundation for the goals by 2035 and 2045.

On the afternoon of September 25, at the Party Central Committee headquarters, General Secretary To Lam chaired a working session with the standing committees of the 14th Party Congress sub-committees to give opinions on further perfecting the draft documents to be submitted to the 14th Party Congress.

Attending the working session were Prime Minister Pham Minh Chinh; Standing member of the Secretariat Tran Cam Tu; members of the Politburo , members of the Secretariat, members of the Party Central Committee, and standing members of the sub-committees of the 14th National Party Congress.

"Operating system for" the goal of fast, sustainable development

At the working session, the standing committees of the 14th Party Congress sub-committees briefly reported on the preparation of documents to report to the Politburo and the 13th Party Central Committee Conference, including: draft Political Report; draft Report summarizing a number of theoretical and practical issues over 40 years of renovation in Vietnam; draft Report summarizing 15 years of implementing the Party Charter.

After listening to the discussion opinions and concluding remarks, General Secretary To Lam said that in the past year, the Politburo issued 7 important resolutions, including Resolution 57, Resolution 59, Resolution 66, Resolution 68, Resolution 70, Resolution 71, Resolution 72. It is expected that in the coming time, the Politburo will issue resolutions on the state economy and on the revival and development of Vietnamese culture.

The General Secretary suggested that these are key orientations that need to be firmly integrated into the content of the Political Report and Action Program of the 14th National Congress.

Along with that, summarizing 40 years of innovation is not only a highlight in the history of development thinking but also must become the foundation for establishing a "new track" for building and developing a socialist-oriented market economy, under the leadership of the Party and the control of the State; transforming the development motto from "innovation for development" to "innovation for breakthrough and leadership".

The General Secretary emphasized that the 14th Congress Documents must carry the spirit of innovation and need to be updated and supplemented to ensure their vitality, so that the 14th Congress Documents can truly be a compass for action for the 2026-2031 term, with a vision to 2035-2045 and beyond; both highly directional and capable of specific measurement, implementation, inspection and supervision.

The General Secretary stated that the 14th National Congress documents must be the "operating system" for the goals of peace, stability, rapid and sustainable development and improving people's lives.

"Leverage" for the 14th Congress documents to be implemented immediately

According to the General Secretary, the 14th Party Congress Document, with two pillars being the Political Report and the Action Program for the 2026-2031 term, must be a strong commitment of the Party to the people about a new development period: solid stability for breakthrough; modern, inclusive, sustainable; both ensuring comprehensive security and expanding development space in the context of strategic competition and global standard transformation.

To do that, the 14th Party Congress Documents need to clearly show 3 layers of orientation: the foundation layer is the new generation development thinking with 4 strategic transformations. The structural layer is the 5 pillars of fundamental security that create a shield against shocks, changes and impacts and risks that must be faced. The third layer is the operational layer, an action program that can be counted according to each implementing entity, resources, responsibilities and specific deadlines.

The General Secretary said that the new resolutions issued by the Politburo recently and the upcoming resolutions not only supplement content but also serve as "leverage" for the 14th Party Congress Documents to immediately begin implementation.

Documents must become the driving force for innovation.

The General Secretary requested that the report summarizing 40 years of innovation must point out core lessons. These are to firmly adhere to the goals of national independence and socialism; innovate with principles; promote the strength of national solidarity, taking people as the center, subject, goal and driving force of development; combine national strength with the strength of the times, proactively integrate and seize opportunities of green transformation, digital transformation and restructuring of global value chains.

The General Secretary highly appreciated the issues that had been absorbed and completed in the report, and requested that new issues of the document continue to be supplemented with new points, especially absorbing the opinions of Politburo members and standing subcommittee members at the working session and preparing reports to the Politburo and Central Committee.

The General Secretary requested the subcommittees to strive so that the 14th Party Congress Documents become a driving force for innovation in thinking and action throughout the entire political system, arousing aspirations for development, promoting the strength of great national and Party solidarity, seizing opportunities, overcoming challenges, and leading the country firmly on the path of a rich people, a strong country, democracy, fairness, and civilization.

"We will turn the document into a modern leadership and governance tool, creating a solid foundation for the 2035 and 2045 goals. That is also our commitment to the people: words go hand in hand with deeds, plans go hand in hand with actions, results are the highest measure," the General Secretary emphasized, and asked members of the subcommittees to continue to urgently complete the reports in the spirit of unity at the meeting.
