These are the following programs: Summary of the program "The whole country competes to build a learning society, promote lifelong learning in the period 2023-2030", "Promoting the development of synchronous and modern infrastructure; practicing thrift, fighting waste"; Summary of the program "Army officers and soldiers compete to implement office culture, worthy of Uncle Ho's soldiers" in the period 2019-2025, "Join hands to eliminate temporary and dilapidated houses nationwide in 2025".

The conference was organized in a combination of in-person and online formats connecting with 14 points throughout the General Department.

Lieutenant General Do Van Thien, Party Secretary, Political Commissar of the General Department of Logistics and Technology attended and directed the conference. Attending the conference were comrades: Major General Nguyen Dinh Chieu, Deputy Political Commissar of the General Department of Logistics and Technology; Major General Vu Van Cuong, Deputy Political Commissar of the General Department of Logistics and Technology; and leaders and commanders of agencies and units under the General Department.

Colonel Pham Trung Kien, Deputy Director of the General Department of Logistics and Engineering, presented a preliminary report summarizing the emulation movements.

The conference unanimously assessed that over the past 5 years, under the leadership and direction of the Party Committee of the General Department of Logistics and the General Department of Engineering (now the General Department of Logistics and Engineering), together with the initiative of Party committees and commanders at all levels, the dissemination and effective implementation of the 4 PTTD with many practical and effective activities, achieved important results in all identified contents, goals and targets, and awareness of the position and role of office culture, culture in communication, behavior, law enforcement, discipline and rules and regulations have been raised.

The infrastructure has been gradually built in a synchronous, unified and modern manner. The work of preventing and combating corruption, waste and negativity has achieved positive changes. The activities of eliminating temporary and dilapidated houses and building new rural areas have received special attention from Party committees and commanders at all levels, successfully completing the set targets.

At the conference, delegates discussed and analyzed the results achieved, pointed out the limitations, drew lessons in leadership, direction and implementation of the PTTD; proposed a number of measures and solutions for implementation in the coming time.

Concluding the conference, Lieutenant General Do Van Thien requested agencies and units to continue promoting the role and responsibility of Party committees and commanders at all levels in leading, directing and organizing the implementation of Decision No. 3672 on Planning the cultural institution system in the Army. Do a good job of propaganda and education to raise awareness of the role, position and benefits of the cultural institution system. Promote the application of information technology in the activities of cultural institutions, helping soldiers access information and knowledge quickly and conveniently.

Regarding the PTTDs, the Party Secretary and Political Commissar of the General Department of Logistics and Technology requested Party committees and commanders at all levels to closely follow the criteria, content and requirements of each PTTD, to have plans, organizational measures and methods suitable to the capabilities of the unit and locality. Regularly innovate and diversify the content and forms of PTTD implementation, along with effectively implementing forms of mass mobilization work. Regularly grasp the situation and tasks of the unit and locality to coordinate, cooperate, proactively develop specific plans, clearly define the content of work, programs to participate in building, support and assist in accordance with the reality of the unit and locality.
