attended the National Conference to review the work of People's Councils of provinces and centrally run cities in 2023 and deploy the work plan for 2024 in Hanoi , organized by the National Assembly Standing Committee in Hanoi.

Delegates attending the Conference

According to the summary report of the National Assembly Standing Committee, in 2023, People's Councils at all levels actively innovated and improved the quality and efficiency of their operations in terms of legislation, supervision, and decision-making on important national and local issues . Coordination and maintenance of working relationships between central and local agencies were strengthened ; Carefully prepare the contents to successfully organize the meetings , including the timely institutionalization of the Central Resolutions such as Resolution No. 43/2022/QH15 of the National Assembly on fiscal and monetary policies to support the socio-economic recovery and development program , Resolution No. 68/2022/QH15 of the National Assembly on the socio-economic development plan for 2023, Resolution No. 81/2023/QH15 of the National Assembly on the national master plan for the period 2021-2030, with a vision to 2050 ; participate in the National Assembly's supreme supervision delegations and local supervision and re-supervision activities ; Good coordination in voter contact, handling of petitions, complaints and denunciations of citizens ... has created proactive flexibility, opened up and used resources more effectively, created breakthroughs, contributed to improving infrastructure, solving issues of social security, environment...

In addition to the achieved results, there are still some difficulties and limitations : The quality of organizing some extraordinary meetings is still limited, the arrangement of time for examination and discussion is still limited, documents are sent late, so it is difficult to research and participate in the meeting resolutions, supervision work in some fields or some contents arising between two meetings or in some localities implementing the urban government model , especially there are no effective measures to effectively implement the contents of recommendations after supervision. The synthesis of responses to voters' opinions and recommendations in some localities is still slow . The direction of digital transformation and application of information technology in the activities of People's Councils in many localities is still slow, not very effective...

Through 18 comments at the Conference, provinces and cities focused on recommendations to improve the effectiveness of the People's Council's operations, promoting the role of state power agencies at the local level such as: Increasing the number of full-time delegates of the People's Council Committees; promulgating the Law amending and supplementing the Law on Supervisory Activities of the National Assembly and People's Councils in 2015, which specifically stipulates sanctions for agencies, units and individuals who do not implement or do not properly implement the requirements in the resolutions, conclusions and recommendations of the People's Council Supervisory Delegations; providing specific regulations and instructions on emulation and commendation work for the system of elected agencies, especially regulations and criteria for evaluating emulation and commendation, and classifying the level of task performance of People's Council delegates for each year and the entire term.

Concluding the Conference, National Assembly Chairman Vuong Dinh Hue suggested: “The People's Councils of provinces and cities should continue to closely follow and take advantage of the leadership of Party committees in the organization and operation of the People's Councils more. Continue to strengthen the implementation of the functions of local elected bodies according to the provisions of law to best complete the tasks in 2024, in which, focus on reviewing and perfecting local legal documents, contribute more and more closely in the development of laws and resolutions of the National Assembly, especially laws and resolutions related to localities. The People's Councils of localities, based on the laws and resolutions that have been issued, have plans to closely implement legal documents, especially the Land Law, the Law on Real Estate Business, the Housing Law, the Law on Water Resources, the Law on Identification, the Law on Forces Participating in Security and Order Protection at the Grassroots Level... The People's Councils of localities should review difficulties, focus on removing them, and at the same time prepare for the public investment plan of the next term, paying attention to work on establishing new administrative boundaries and the arrangement of administrative units at commune and district levels. Continue to comprehensively innovate the activities of the People's Council, including the People's Council sessions. In addition to the provincial People's Council, it is necessary to pay attention to the district level, focusing on the commune level, paying attention to the quality of People's Council delegates, strengthening the work of people's petitions at the local level, actively participating in activities towards the 80th Anniversary of the First General Election to elect the National Assembly of Vietnam (January 6, 1946 - January 6, 2026)... Regarding the recommendations and proposals of localities, the Chairman of the National Assembly requested the Delegation Affairs Committee to be the focal point for synthesizing and reporting to the Standing Committee of the National Assembly for consideration and resolution.".
