Tong Son commune was merged from the entire natural area and population of the communes: Ha Tan, Ha Tien, Ha Son and Ha Linh town. On the basis of the tradition of solidarity, the spirit of innovation, potential and advantages of the localities, the Party Committee of the commune determined that in the 2025-2030 term, it would continue to strengthen the work of building a clean and strong Party and political system with the top task of consolidating and strengthening the great national unity bloc, creating a solid foundation for comprehensive development. Immediately after the new administrative unit came into operation, the locality proactively organized dialogue sessions, listening to the thoughts and aspirations of the people in each village and each region, especially in places with major changes in boundaries and organization. Thereby, arousing aspirations, taking advantage of potentials and advantages, to build a commune that meets NTM standards.

Over the past 5 years, the Party Committee, government and people of the 4 old communes have achieved important and comprehensive results in all fields, most of the targets set out in the Resolution of the Congress have been achieved and exceeded the plan. The New Rural Development Program has achieved quite comprehensive results. The general planning for the construction of communes has been established and adjusted in a timely manner. Rural infrastructure systems such as electricity, roads, schools, stations, village cultural houses, etc. have been invested synchronously. Of which, Ha Linh commune has met the advanced new rural standards, Ha Son commune has been recognized as meeting the model new rural standards; Ha Linh commune has been decided by the Standing Committee of the National Assembly to establish Ha Linh town.

The local economy continues to maintain stability and has clear development steps. By 2025, the average income per capita is estimated to reach 64.99 million VND/year, an increase of 1.51 times compared to 2020. The socio-economic picture of Tong Son commune stands out with the results of implementing key programs and strategic breakthroughs. 100% of villages meet NTM standards, of which 16/34 villages meet NTM model standards; the rate of hardened roads reaches nearly 90%; the rate of villages meeting model standards reaches 47.06%, an increase of 44.12% compared to 2020. In the period of 2021-2025, the average annual budget revenue increase rate of the commune is estimated to reach 181.29%. By 2025, the whole commune will have 3 OCOP products meeting 3-star standards...

Along with that, patriotic emulation movements, building cultural life, developing production, building new rural areas, advanced new rural areas, and model new rural areas were widely launched with the active participation of the entire political system. Thanks to that, the spirit of solidarity in the community was gradually strengthened, the relationship between villages and neighbors was strengthened, creating momentum for the common development of the locality. This is the premise for Tong Son commune to continue to inherit and strive for higher goals in the new term.

Chairman of Tong Son Commune People's Committee Nguyen Van Thinh emphasized: “With the solidarity and consensus from the Party Committee, the government and all classes of people, the locality has achieved many comprehensive results. People's lives have been increasingly improved, the appearance of the countryside has changed significantly, this is the valuable baggage for Tong Son to confidently enter the new term. The socio-economic upturns in the past term have contributed to creating the premise and motivation for Tong Son commune to build new comprehensive and breakthrough development goals; maximize the potential and strengths of the locality. This is also the time for the Party Committee and people of Tong Son to demonstrate the spirit of solidarity and high determination to overcome difficulties, take drastic actions, and excellently complete the goals for the period 2025-2030".

Immediately after the merger, the Party Committee of Tong Son commune quickly completed the organizational structure, unified the operating regulations, ensuring synchronization, effectiveness and efficiency in leadership and direction. New term, new goals

The Resolution of the 1st Congress of the Tong Son Commune Party Committee for the 2025-2030 term sets the goals: Improving the leadership capacity and fighting strength of the Party Committee; promoting the strength of great national unity; building a strong political system; promoting digital transformation, mobilizing and effectively using resources for rapid and sustainable socio-economic development; striving for the commune to meet advanced NTM standards before 2030.

The Commune Party Congress opened a new development path with 25 specific targets, focusing on the fields of socio-economics, administrative reform, digital transformation, ensuring national defense and security, Party building and the political system. The socio-economic development goals in the new term carry great aspirations. Some outstanding targets include: Average annual growth rate of total product value of 10%. Average income per capita/year by 2030 will reach 91.7 million VND. The average reduction rate of multidimensional poverty in the period of 2026-2030 will reach 0.5%/year. In the period of 2025-2030, 200 new party members will be admitted. The rate of grassroots party organizations completing their tasks well will reach 80% or more on average each year...

Party Secretary and Chairman of the People's Council of Tong Son Commune, Nguyen Xuan Dung, said: "To realize these goals, the Party Committee of Tong Son Commune has identified three strategic breakthroughs. First, focusing on mobilizing resources to synchronously and modernize the infrastructure system, especially transport, irrigation and industrial infrastructure. Second, promoting the application of science, technology, innovation, digital transformation in management and socio-economic development; ensuring national defense and security. Third, developing sources of increasing State budget revenue; promoting investment attraction, encouraging private economic development.

Thanh Hoa Provincial Military Command, Defense Command of Region 2 - Ha Trung and leaders of Tong Son commune visited and encouraged soldiers of Brigade 368, Corps 12 to do mass mobilization work in the commune.

Four key tasks were also set out, shaping the future development of Tong Son: Focus on completing the construction of commune planning; land use planning and plans; detailed planning of industrial zones and clusters and other detailed planning according to regulations. Comprehensively develop agriculture, farmers and rural areas in a sustainable direction associated with building civilized, modern new rural areas imbued with national identity, completing the criteria for standard new rural communes in the period of 2026-2030. Promote investment attraction for industrial development, services and spiritual tourism development associated with ecology and community. Improve the leadership capacity of Party committees and organizations at all levels; quality of Party activities; quality of cadres and civil servants; develop Party members; build a clean and strong Party and political system.
